With the growing social demand for talents,the state places great expectations on development of higher vocational colleges.Since Chongqing was established as a municipality directly under the Central Government,various aspects of economy and society have experienced vigorous and rapid development.To accelerate construction of people’s livelihood projects,realize openness as an inland city,form a educational and culturdal highland in western China,Chongqing must sustain a large amount of high-quality application-oriented talents.Local government is the leading factor of higher vocational education management system in China,and as investor and organizer for public higher vocational colleges,the government also plays an important role in the development of higher vocational colleges.Under assistance and promotion of the local government,higher vocational colleges provide intellectual support for the economic and societal development of Chongqing,and manpower support for the implementation of Made in China 2025.At the same time,there still exists the phenomenon that lags behind the social demand in higher vocational education in China.In the face of opportunities and challenges,what role has Chongqing municipal government played in the development of higher vocational colleges? What are the main problems with the role of government? What are the main reasons for these problems? How to strengthen the role of Chongqing municipal government in the development of higher vocational education? It is of great significance to study these problems.This thesis takes Chongqing as an example,by using various research methods,like document research,survey statistics,comparative analysis,field interview etc.,and proposes suggestions according to study on how the government should play its functional roles,and then to facilitate innovative reform and connotative development of local higher vocational colleges.The thesis mainly includes seven parts,the first part analyzes the research background and research significance,by analyzing and teasing out research literature about government functional roles in higher vocational colleges development at home and abroad,to confirm the general framework of the thesis.Secondly,it expounds the relevant concepts of the thesis and analyzes the theoretical basis such as public management applied to the thesis.Simultaneously,analyzes the development history and current situation of higher vocational colleges in China,the reformation of educational system,the functional division between higher vocational colleges and government,and the main functions of government;thereby rationalize the relationship between government and colleges.The fourth part focuses on development status of Chongqing higher vocational colleges,and thoroughly analyzes the reasons why Chongqing Municipal Government did not fully play its role in higher vocational college development.The paper also summarizes the experiences of the German,British and Indian governments in promoting the development of vocational colleges and universities.Empirical analysis shows that:(1)The government’s guidance to the professional setting of higher vocational colleges is not perfect;(2)The government does not strictly control the quality of higher vocational colleges;(3)The government’s investment in the development of higher vocational colleges is insufficient;(4)The government lacks safeguards for the improvement of teachers.Based on the above conclusions,the following countermeasures are put forward for the Chongqing municipal government to improve its government functions and give full play to its role.In this part,it indicates that a correct guiding ideology shall be established,and a good environment for development shall be created.Besides,resource allocation shall be optimized,relative supporting measures shall be improved;overall management shall be enhanced to practically improve the school-running quality;vitality of school management shall be inspired and connotation development of higher vocational college shall be promoted. |
