| Collective bargaining among public school teachers is an important means of maintaining the smooth operation of the US public education system and protecting the interests of teachers,and affects the handling of teaching and educational affairs in public schools.The teachers’ collective bargaining in public school is actually led by three participants: public school teachers,teacher unions and public education managers,and is promoted through the game of the interests of the three parties.A normative operation mode of structure,content and procedures has gradually been formed to guide the orderly conduct of collective bargaining activities.The collective bargaining of public school teachers has experienced the rise of the early 20 th century and the 1950 s,the golden age of development in the 1960 s and 1970 s,and the period of reform since the 1980 s.Under the background of the gradual decline of collective bargaining,the collective bargaining development of public school teachers faces many challenges,but the collective bargaining of teachers has continuously developed.American public schools teachers,teachers’ organizations,government and laws play the impoetant roles of collective bargaining,which has developed the democratization and scientificization of American education.In order to promote the Chinese education,China should establish a teacher’s interest appeal expression mechanism,improve the professionalism of teachers’ organization,balance the efficiency and fairness of public education,and strengthen teachers’ legislation. |
