Research On The Current Situation、Problems And Countermeasures Of The Opening Of Primary And Secondary School Sports Venues In Ouhai District Of Wenzhou City

With the rapid development of social economy and the continuous improvement of people’s quality of life,the demand for healthy lifestyle of the majority of residents is also growing.Therefore,promoting the opening of primary and secondary school sports venues actively has become an important measure to promote national fitness.At present,the public sports facilities in Ouhai District of Wenzhou City are still difficult to meet the rapid growth of public fitness needs in this district.In order to further meet the public demand for sports venues and improve the utilization rate of sports venues resources,it is urgent to do a good job in the opening of primary and secondary school sports venues in Ouhai District.In this paper,Ouhai District Government of Wenzhou City announced in 2019 that 25 primary and secondary schools have been open to the outside world,25 primary and secondary school stadiums and stadiums of opening principals and managers,and the leaders of Ouhai District Education Bureau and Sports Bureau of Wenzhou City as theobjects of investigation and interview.By using the methods of literature,interview,questionnaire,mathematical statistics,logical analysis and case analysis,this paper makes a detailed investigation,analysis and research on the current situation,problems and countermeasures of the opening of primary and secondary school sports venues in Ouhai District of Wenzhou City.The following conclusions are drawn:(1)At present,25 of the 90 primary and secondary schools in Ouhai District of Wenzhou City have been listed by the Ouhai District government in the list of opening to the outside world;the geographical location of these schools is mostly in villages and towns;the opening proportion of junior high schools is the highest;all of these schools are open for free;the opening mode is the mode of independent management of schools.(2)Ouhai District of Wenzhou City has opened primary and secondary school stadiums and gymnasiums to the outside world in the morning and evening of working days,weekends,holidays and winter and summer vacations;the opening stadiums and gymnasiums mainly include track and field field,basketball field,football field,table tennis field and other outdoor stadiums.(3)People who enter the school for sports activities are mainly teachers and students of the school,nearby residents,social organizations and other personnel;the exercise items they choose are walking,running,basketball,football,table tennis,badminton,square dance,volleyball,martial arts,Taiji,etc.;exercise frequency is mainly 3 to 4 times a week and irregular.(4)Those who enter the school for sports activities are not satisfied with the opening of primary and secondary school stadiums and gymnasiums that have been open to the outside world in Ouhai District;the leaders of Education Bureau and Sports Bureau of Ouhai District in Wenzhou City,as well as the opening principals and managers of primary and secondary school stadiums that have been open to the outside world,are more supportive of the opening attitude.(5)At present,the open problems faced by the primary and secondary school stadiums and Gymnasiums in Ouhai District of Wenzhou are safety problems,venue management personnel problems,imperfect management system problems,management mode problems,venue facilities and resources problems,funding problems,and health problems.(6)The factors affecting the opening of sports venues in primary and secondary schools in Ouhai District of Wenzhou City are:potential safety hazards;the attention of relevant leaders and school leaders in Ouhai District;conflicts between opening up and school teaching,training and extra-curricular sports activities;policy implementation efforts;school venue layout;awareness of those whoenter school for sports activities;urban construction and school location;external publicity.The following suggestions are put forward:(1)Ouhai District Government of Wenzhou City should establish an early warning mechanism for the opening of primary and secondary school stadiums and gymnasiums,especially a joint early warning mechanism with the community police station and the school security office;The government needs to improve the safety system of the opening up of the existing primary and secondary school sports venues and solve the safety problems with the system as the starting point,strengthening the implementation of responsibilities,and improving safety factor of Ouhai District sports venues open to the outside,which makes a positive contribution for the national fitness.(2)Ouhai District government should improve the opening management system of primary and secondary school stadiums and gymnasiums open to the outside world,and improving the operability and continuity of the opening management system;Ouhai District primary and secondary schools open to the outside world should strengthen the construction of the school’s sports venue management team and the training in professional fields,and constantly improving the management level;at the same time,the better management mode of the opening of primary and secondary school sports venues should be explored actively.(3)The opening of primary and secondary school sports venues in Ouhai District can not only rely on the government or schools,the whole society should participate in it,forming a pattern of government led,community-based guidance,school operation,participation of exercisers,and the pattern of mass supervision.Any kind of subject needs to participate in the Supervision,management and service of opening up,and striving to improve the level of opening up.(4)Ouhai District government should establish a set of scientific and dynamic evaluation system for the opening of primary and secondary school sports venues;conducting regular investigation and research,and be able to actively and effectively respond to and solve new situations and problems in the process of opening up;the district government must strengthen the degree of policy implementation,and the relevant financial subsidies and other policy support must be implemented in place,at the same time,it should also It is necessary to classify the use of funds and maintaining long-term follow-up and supervision on the use of funds.(5)In the face of the opening up of sports venues in primary and secondary schools,every staff member in charge of opening up should do this task with sincerity and affection,especially cotaking the experience and sense of participation into consideration of those who enter the school for sports activities,in addition to solving the problems of singlefacilities and lack of fitness guidance,we should also establish a correct sense of service;The government and the community also need to strengthen the publicity and education in the process of opening up to solve the health problems.
