| With the development of the market economy and the state’s strong support for education,the construction scale of universities in China has been expanding in recent years,the demand for various teaching equipment and experimental instruments has been increasing,and relevant laws and regulations for government procurement in universities have also been gradually introduced.completing procurement tasks through the government procurement system has become the main form of procurement in universities in China,and is also an important means to broaden procurement supply channels and improve government procurement capacity.In order to build a scientific,standardized and efficient procurement management system and make the procurement work better serve the construction and scientific research development of colleges and universities,seeking an effective procurement management and supply management system has become an essential and important task in the daily work of colleges and universities.The implementation of government procurement in colleges and universities is of great significance in bringing into play the market competition mechanism,improving the efficiency of capital utilization,suppressing corruption and promoting the development of various undertakings in colleges and universities.How to transfer qualified materials and equipment to various functional departments is an important prerequisite for the stable development of colleges and universities and also a basic guarantee for carrying out scientific research and teaching work.This paper first introduces the related concepts of university government and supply management,points out the importance and particularity of government procurement,and the significance of evaluating suppliers’ evaluation indexes and supplier management,and studies the university government procurement theory based on supplier management.Secondly,the paper analyzes the problems and countermeasures of university government procurement and supply management.The research shows that there are some problems in university government procurement in China,such as single procurement mode,inadequate procurement preparation,lack of perfect procurement management mechanism,nonstandard bidding mode and unreasonable supplier selection.Aiming at these problems,the paper puts forward some countermeasures and suggestions,such as adopting various procurement modes,strengthening the investigation and demonstration work before procurement,establishing perfect procurement management mechanism and supervision system,strengthening standardized procurement bidding management and establishing supplier management system.Finally,taking a university in Xinjiang as an example,this paper analyzes the relevant institutions,systems,procurement methods and procurement processes of university government procurement in the actual case,providing a basic reference for finding out the problems existing in university government procurement and the direction of suggestions,and using empirical analysis to find out the optimal scheme for selecting suppliers,thus providing a theoretical basis for the supply management research of university government procurement. |
