With the reform of the employment system in colleges and universities,previous fixed tenure system turned to the employment system,the talents flow in colleges and universities become increasingly frequent.In this case,the problems of personnel archives management in colleges and universities has become increasingly prominent,and the archives management in colleges and universities needs a more flexible mode.With the development of personnel system reform,the traditional personnel file system also revealed many defects:"archives reconstruction" occurs from time to time;file collection is incomplete;archives utilization rate is low;archives management lacks social service and so on.This paper adopts the literature research method,case method,comparative reference method,collaborative management theory,cook curve theory,holds the research perspective of personnel arvhive management in the colleges and universities under the employment system,takes Y college as an example,analyses the most prominent problems and the causes in archives management,from part to whole,summarizes the current predicament of reform of personnel archives management.Based on the reference of the foreign personnel archive management system,this paper puts forward suggestions and countermeasures in combination with China’s national conditions.First,establish the concept of public personnel archives in colleges and universities and give play to its social public service functions.Second,establish personnel archives social service management mode,with the strengthening of China’s government reform,small units of the self-management of personnel archives will be replaced by a wider range of social service management mode.Third,the government sets up the public welfare regional university personnel archives center,which is not profit-making,but a public welfare institution with the characteristics of independence,professionalism and service.Fourth,put archives management towards "electronic" and "legalize" direction."Electronic" means to convert traditional paper files into electronic files and establish personal credit system by electronic means."Legalize" means pushing through the reform of personnel archives management system in accordance with the Constitution,Civil Servant Law,Labor Law,Confidentiality Law,Archives Law and other laws and regulations,improving supervisory and regulatory system mechanism.Starting from the perspective of public management and combining with the specific characteristics of personnel archives work,this paper hopes to broaden the vision of the socialization of personnel archives service and provide new ideas for the human resource management of similar units. |
