Study On The Operation Mode Of Shanghai Swimming Lifesaving Association

As a modern international metropolis with world influence,Shanghai has always attached great importance to swimming life-saving work for a long time.Shanghai Swimming life-saving association was established earlier,and it has become a relatively mature Folk Sports Association in the past 20 years’ development.It has a strong authority,normative,exemplar and leading role in the domestic life-saving organizations,which plays a key role in protecting Shanghai’s water safety and fitness.By using the methods of literature review,expert interview and field investigation,this research starts from the basic situation of Shanghai swimming and life-saving Association,interviews the person in charge of Shanghai swimming and life-saving Association,and analyzes the current situation about Shanghai swimming and life-saving association’s operation mode from five aspects systematically,which including organizational structure,management system,system construction,business development and fund management,concluded the characteristics of its operation mode.Based on the analysis of the current situation,grasp different kinds of problems in its operation through interviews and field investigation comprehensively and deeply,and put forward to some optimized suggestions.This study can remedy the research gap.It can help Shanghai swimming life-saving association to solve their constraints and achieve better development.It also can provide reference for the future reform of other swimming life-saving associations in China and help them to build a more scientific and better operation mode.The results of the investigation were as follows:1.From the current situation of operation mode,Shanghai Swimming life-saving association has established a governance system which integrating rights,decision-making,implement and institutions.Its internal organization is a linear functional structure.In terms of management,the “urban two-level” hierarchical management system has been established under the “dual management” mode,and the separation of examination and training has been implemented.In terms of system,a completed system has been formed and the system’s implementation was good.In business,a diversified and normalized business system has been formed.The research and development and promotion of life-saving equipment and the sales of life-saving clothing brought a lot of funding.It gets rid of administrative dependence.2.Shanghai Swimming life-saving association has formed some characteristics in its operation mode after years of development.It is worth of learning for other life-saving organizations,including systematic system,a reasonable examination and training system,a normalized supervision system,a characteristic activity system,and a long-term acting hematopoietic system.3.At present,there are still some problems in the operation of Shanghai Swimming life-saving Association.These problems mainly focus on the lack of initiative,talents,business,and the security of the association.4.In the future,the reform of the operation mode of Shanghai swimming and life-saving association should focus on the four parts.First,strengthen institutional reform and increase government support.Second,strengthen the training of talents and improve the incentive mechanism of talents.Third,promote the research and development and promotion of life-saving equipment and improve the quality and efficiency of lifeguard training and management.Fourth,strengthen material security and improve the operation environment of the association.
