The foundation of the people is the people, and the foundation of the country is the population. The birth rate is tied to the number of the population. The level of the birth rate has a positive effect on the national economy. At the Fifth Plenary Session of the Nineteenth Central Committee,General Secretary Xi emphasized "speeding up the improvement of the multi-level social security system." The adjustment of the social security strategy in the new era shows that my country’s social security level is rising. The improvement of the country’s macro social security level will inevitably affect people’s expectations of the social security level, and ultimately affect the level of birth rate. Therefore, the research focuses on the impact of the expected social security level on the birth rate, and explores the relationship between the two.The research is divided into four sections and a total of seven chapters. The first section is the research basis. The research basis of Chapter 1 and Chapter 2 is the "foundation" of the article. It covers the background of the discussion and the meaning of the topic. The relevant concepts are reviewed on the basis of the literature review.Interpretation, and at the same time outline the guidelines, and select the theoretical basis for the topic. The second section,Chapter Three, plays the role of piercing needles, summarizing and summarizing the development of our country’s social security level and birth rate exhaustively, and shed light on the current situation, hoping to grasp the researched issues from a global perspective. The third section is Chapter 4 and Chapter 5,which play a main role in the article,Through the construction of two measurement models, the relationship between the expected level of social security and the birth rate is tested. The core of Chapter 4 is the Granger causality test, which demonstrates the relationship between the social security level and the birth rate; The main model in Chapter 5 is a variable-intercept panel data model.Based on the introduction of control variables to explore the relationship between the social security level and the birth rate, the social security level variable lags the five-year moving average to describe the social security level expected variable.Further explore the relationship between the two.The fourth section has a target. The sixth chapter puts forward countermeasures and suggestions based on the conclusions in the third section, and summarizes and prospects in the last chapter. The conclusions drawn in this paper are as follows:(1)The level of our country’s social security has been gradually improved after time, and has become more meaningful in the new era.In recent years,it has gradually adapted to the level of our country’s economic development;after being controlled by the population policy, the birth rate of our country has evolved from a high level at the beginning of the founding of the People’s Republic of China to a low overall level and a tendency to continue to decline.(2)The social security level is the Granger reason for the birth rate, and the birth rate is not the Granger reason for the social security level, that is,the social security level can affect the birth rate, but it doesn’t hold true anyway.(3)After the control variables are introduced, the level of social security has a significant negative impact on the birth rate, the expected level of social security also shows a significant negative correlation with the birth rate, with a coefficient of-0.0514.(4)Based on the research conclusions, four suggestions are put forward: perfecting a rich maternity security system, building a diversified pension service system, creating a good social and economic environment, and building a fair labor and employment market.
