Study On The Optimization Of Government Functions Of The Management Committee Of Qaidam Circular Economy Pilot Zone

Developing circular economy is a major strategy for Chinese economic and social development.In 2005,six ministries and commissions including the national development and reform commission approved the construction of the country’s first batch of 13 circular economy industrial pilot parks,the Qaidam Circular Economy Pilot Zone is one of them.The Qaidam Circular Economy Pilot Zone by virtue of the special geographical location,abundant mineral resources,tourism resources and land resources determines its important development status,which has become a significant force in promoting the rapid economic and social prosperity development of Qinghai Province,protecting the ecosystem of the source of the three rivers,and helping the construction of Tibet.However,the experimental area is located in the high altitude area with the sensitive and fragile ecological environment system,so the development and utilization of resources is difficult and unstable.In this case,the initial stage of exploration in various aspects such as resource development,industrial development and circular economy is caused for the experimental area.Therefore,the great responsibilities are undertaken by the provincial government and the Haixi prefecture government as the leading force in promoting the development of the circular economy pilot zone in the process of promoting the construction of the circular economy pilot zone.In 2006,the Qaidam Circular Economy Pilot Zone management committee was established by the Haixi Prefecture Government.The management committee as a provincial unit fully takes in charge of all the work in the pilot zone.This article takes the government functions of the Management Committee of the Qaidam Circular Economy Pilot Zone as the research object.By studying the literature,combined with questionnaire surveys and interviews,this article applys new public service theory and service-oriented government theory to analyze the positioning of government functions in the process of construction of the experimental area,and the problems and reasons in the development of government functions.Regarding the problems existing in the functioning of the management committee,this article proposes countermeasures and suggestions for speeding up the construction of the legal system,clarifying the main status of the management committee,strengthening the performance of the management committee’s economic regulation function,improving the construction of the market supervision system,innovating social management methods,improving the level of public service supply,and establishing the ecological protection mechanism,which provides a useful reference for the development of the Qaidam circular economy pilot zone.
