| Social assistance plays the last key role in social management.The level of rural social assistance management is directly related to the consolidation of poverty alleviation achievements and the sound pace of rural revitalization in the next step.There are still many unsatisfactory places in the management of social assistance in rural areas of China,which greatly hinders the process of rural revitalization.The research on rural social assistance work to promote the continuous improvement of the management level of rural social assistance work has important positive significance for consolidating the achievements of poverty alleviation,accelerating the pace of rural revitalization,and promoting more harmony and stability of the whole society.Taking Maodianzi Town of Dandong City as the breakthrough point,this thesis takes the two largest groups of rural social assistance in Maodianzi Town as the main research objects : the minimum living guarantee households and the poor households with filing cards.By applying the new public service,the anti-poverty theory with Chinese characteristics,the relief career theory and other theories,combined with their own work practice,through interviews,literature review and access to data from functional departments,this thesis investigates and studies the problems existing in the process management of social assistance in Maodianzi Town,and finds out the existing problems such as low effectiveness of social assistance,poor exit initiative of rescue objects and low satisfaction of grassroots governments.Combined with the theory,this thesis analyzes the reasons and puts forward three countermeasures and suggestions : improving the social assistance system and system,optimizing the social assistance policy setting and rationally allocating the main force of social assistance.In order to achieve the rural potential target of rescue,the rural government is efficient and credible,the whole society to participate in social assistance,people are satisfied with the goal of governance. |
