Research On Social Organizatiions Participating In Community Endowment Service In Shanghai Under The Perspective Of Structural Funcitionalism

Community endowment care service has become a necessary choice for our country to actively respond to the problem of population aging.It is based on the family and supported by the community and has the outstanding characteristics of proximity,precision and integration.Also,with the advantages of low cost,strong flexibility,and high degree of specialization,social organizations can meet the increasingly diversified needs of elderly care services in the community,becoming an important participant in community endowment care services,and playing an increasingly important role.Based on the prominent function of social organizations participating in endowment care services and the increasing emphasis of the party and the state on the cultivation and development of social organizations,promoting the participation of social organizations in community endowment care services is of great significance for promoting the rapid development of social organizations and promoting the supply-side reform of elderly care services.As one of the mega cities in our country,Shanghai has a prominent problem of population aging.In the 1990 s,the government and social organizations cooperated to provide community endowment care service models and accumulated rich practical experience.Therefore,this article takes the participation of social organizations in community endowment care services as the research theme,and takes Shanghai as the research object to conduct empirical investigations in different areas such as Changning District,Jing’an District and Xuhui District in Shanghai.This paper deeply analyzes the status quo of social organizations participating in community endowment care services in Shanghai,and finds that it has the development characteristics of gradually looser policy environment,diversified participants,and diversified practice methods.Meanwhile,from the perspective of structural functionalism,this paper uses the "AGIL four-function schema" as a theoretical tool to construct a theoretical analysis framework for Shanghai social organizations to participate in community endowment care services from the four dimensions of adaptation,achievement,integration,and maintenance.On the basis of the investigation,it was found that there are still problems in the practice process of insufficient external resource extraction,deviation of social organization goals,low efficiency of community endowment care services,and lack of collaborative and cooperative values.The main reasons are the imperfect support system,formalized supervision and evaluation,chaotic internal governance,and insufficient social awareness.Combining the theory of cooperative production and the beneficial experience at home and abroad,this article believes that efforts should be made from four aspects: strengthening policy guarantees,improving supervision and evaluation,strengthening organization construction,and embedding values,including: broaden funding channels,strengthening policy guarantees,and create an open and transparent competitive environment to promote the effective supply of resources;improve the external supervision and evaluation system,innovate the supervision of the social organization industry,and continuously improve the community endowment care service goals;by strengthening the construction of professional talents,optimizing the internal governance of social organizations,and enhancing the ability of social organizations;by building a community of endowment care service cooperation and actively empowering the elderly in the community,thereby promoting collaboration among different subjects.
