Research On The Path Of The Party Committee’s Participation In Military Enterprise Governance From The Perspective Of Configuration

The participation of the party committee in corporate governance is the characteristic of China’s governance mode.in recent years,the central government attaches more and more importance to the construction of the party committee of state-owned enterprises,and explicitly requires the party committee to participate in the corporate governance of state-owned enterprises.Under the existing system and system,embedding the party committee into corporate governance has become the focus of the reform of state-owned enterprises.State-owned military enterprises are an important part of China’s state-owned enterprises and an indispensable part in the process of socialist modernization and power.The role of the party committee of military enterprises can not be ignored.This paper takes the listed companies under the top ten military industrial groups as the research object.firstly,based on the analysis of the relevant literature and the relevant systems of the party committee participating in corporate governance,this paper analyzes the current situation of the participation of the party committee in corporate governance in military enterprises from three aspects: party building into the chapter,two-way entry and cross-appointment.The study found that most military enterprises add "party building work" into their articles of association separately.The organization establishment of the party organization and the responsibilities of the party committee are clearly defined,and the articles of association emphasize to adhere to and improve the leadership system of "two-way entry and cross-appointment".Secondly,select two-way entry,cross-appointment and ownership structure as conditional variables,management expense rate as result variables,using configuration thinking and QCA methods to explore the effective path for the party committee to participate in corporate governance.It is found that there are three ways to improve the governance level of military enterprises: the cross-appointment of party committee secretary and chairman,the two-way entry of party committee and board of directors,and the two-way entry of party committee and senior executives,which shows that the participation of party committee members in the governance of military enterprises by the way of "two-way access" to the board of directors and senior management can significantly improve the governance efficiency of military enterprises.However,participating in governance by serving on the board of supervisors does not significantly affect the performance of state-owned enterprises.The cross-appointment of the secretary of the party committee and the chairman of the board of directors has a significant positive incentive effect on the governance benefits of the state-owned military industrial enterprises;the lack of party committee governance and the virtual and invalid governance of the party committee have a restraining effect on the level of military enterprise governance.Ownership structure has an important impact on the participation of the party committee in the governance of military enterprises.Finally,combined with the analysis of cases and problems,it is proposed that military enterprises can improve the level of governance by deepening the work of party building,flexibly using the governance mode of "two-way entry,cross-appointment" of the party committee and appropriately expanding the scale of the board of supervisors.
