Looking back on the history of China’s legal development,the water transport system is the key system to maintain the stable operation of the central political power.The essential function of the grain transport system is to solve the contradiction of resource supply of the central political power.Grain transport system originated in the spring and autumn period and the warring states period,its original functions is given priority to with military functions,with the continuous development of ancient Chinese feudal system,the functions of water transport system also gradually evolved from simple military functions to certain political functions,such as supervisory officials,stable tax,disaster relief,etc.,its system origin is gradually rich.The management of the grain invasion is the key to the smooth operation of the grain transport system in the Qing Dynasty.In the process of long-distance transportation,the perishable nature of grain leads to the loss of the economic value of the grain,coupled with a large amount of human and material resources needed for long-distance transportation,the grain transportation consumes a lot of social resources,but also caused a great economic burden on the grain personnel.Personal solution to economic problems is often the fundamental motivation to steal grain grain.However,with the gradual development of feudal economy,the marketization degree of agricultural economy is constantly strengthened,and making profit by reselling grain is also the main intention of stealing grain.The control of grain invasion is the key to maintain the operation of the grain transport system.The development of the grain invasion control system makes the grain transport system evolve into relevant political functions and perfect regulations.
