| Since the implementation of my country’s fair competition review mechanism,it has effectively ruled out the improper conduct of policy-making agencies that violated fair market competition,guaranteed fair competition in my country’s market economy,and truly maintained the healthy and sustainable development of my country’s socialist market economy.At the same time,the fair competition review mechanism has been continuously deepened and self-improved during years of practical implementation.However,some problems inevitably arise during the implementation of the fair competition review mechanism.The fair competition review mechanism is mainly based on the "self-censorship" model,which is in line with my country’s current national conditions.The lack of innate motivation of the review subject will easily cause the implementation of fair competition review to be a mere formality,which is not conducive to the healthy and sustainable development of my country’s socialist market economic order.Based on this,this paper introduces the general situation of the implementation of the fair competition review mechanism and the difficulties encountered in practice,analyzes the inherent theoretical logic of the fair competition review mechanism as a starting point,introduces the incentive theory into the fair competition review mechanism,and demonstrates the fair competition review mechanism.The necessity and feasibility of establishing an incentive mechanism arrangement in the mechanism lays a theoretical foundation for building a fair competition review incentive mechanism.At the same time,drawing on the advanced experience and practice of the incentive mechanism implementation of the extraterritorial fair competition review system,combined with the actual national conditions of our country,we try to localize the fair competition review incentive mechanism in our country.Finally,it puts forward suggestions on the specific institutional framework of my country’s fair competition review incentive mechanism,including constructing my country’s fair competition review incentive fund payment system,adding fair competition review results to leadership performance evaluation indicators,establishing a fair competition review incentive publicity mechanism,and improving fair competition.Review the monitoring and reporting mechanism.In this way,the internal motivation of local governments to implement fair competition review is stimulated,and local governments are encouraged to actively participate in the implementation of fair competition review work,in order to further improve my country’s fair competition review mechanism and effectively maintain the fair competition of my country’s socialist market economy. |
