Research On Construction Mode And Optimization Path Of Residents Participation In The Smart Community

The 14th Five-Year Plan outline pointed out to "strengthen and innovate urban social governance,promote the modernization of urban social governance".General Secretary Xi Jinping pointed out that making cities smarter and smarter is the only way to promote the modernization of urban governance systems and governance capabilities.As the constituent cells and basic units of the city,the need to build smart communities came into being,Shenzhen,Chengdu,Hefei and other cities have issued relevant regulations on the construction requirements of smart cities.Effective community governance is inseparable from cooperative governance,democratic consultation and pluralistic collaboration,and the people-oriented concept reminds us to establish a community resident participation system that serves the people in the community,so residents’ participation in the context of smart community construction has also become an important measurement dimension of effective governance.In the construction of smart communities in China,there are cases where the overall degree of residents’ participation is weak,the main body differences are large,and the motivation for participation is insufficient.At present,in the context of urban smart community construction,the research of the mechanism of how to mobilize residents’ enthusiasm and initiative to participate in the construction of smart communities is relatively weak.This paper uses the literature analysis method,the multi-case analysis method and the maximum similar case method,explains the dynamic mechanism of residents’ participation in the construction of smart communities from “Can Do”,“Like To”,“Enable To”,“Ask To” and “Responded To”,and matches the influence of endogenous and exogenous factors to obtain four models.Finally,this paper based on the corresponding practice cases in the four modes,explains the triggering mechanism and action strategy of residents’ participation in the construction of smart communities and thus the optimization paths to improve the residents’ participation in the construction of smart communities are proposed.The residents participation in the "strong endogenous-strong exogenous" and "strong endogenous-weak exogenous" models is relatively high.The "weak endogenous-strong exogenous" model lacks sufficient consideration of the residents’ ability and willingness to participate,and the "weak endogenous-weak exogenous" has weak internal and external motivation,thus the residents participation in both models is weak.Only when the endogenous driving force is more prominent can it show a high degree of participation in the construction of smart community,and if long-term and stable resident participation is to be formed,the mobilization of exogenous forces is also very necessary.Aiming at the models under the influence of four different dynamic mechanisms for residents to participate in the construction of smart communities,in order to consolidate the advantages of the existing models and improve the motivation for residents’ participation,this paper proposes the optimization paths.The construction of smart communities should pay attention to the care of humanistic values,avoid single technology dependence,fail to achieve the use of our own and make the best use of things,and thus cannot drive residents to participate from the endogenous mechanism;strengthen the establishment of supporting rules and systems,ensure that application scenarios can bear the disorder and loss of control brought about by technology embedded,and ensure the external power brought about by continuous cooperation of multiple subjects;pay attention to improving the community governance structure,accumulating community social capital,mobilizing community elites,properties,neighborhood committees and other multi-party entities while strengthening organizational cultivation and system construction.In addition,we must continuously optimize the smart design,take users’ satisfaction as the standard for measuring the effectiveness of the work,work the feedback mechanism for the use of platforms,devices,and programs,improve the functions and page design of the smart platform,and pay attention to strengthening skills training and education for special groups.
