A Case Study On Social Organizations Engaged In Community Governance In Qingyang District Of Chengdu City

Community is the basic unit of society and an important breakthrough in social governance.The Fourth Plenary Session of the 19 th CPC Central Committee once proposed to "adhere to and improve the social governance system of co construction,CO governance and sharing",build a "social governance system under the leadership of the Party committee,the responsibility of the government,democratic consultation,social coordination,public participation,the guarantee of the rule of law and the support of science and technology,and build a social governance community in which everyone is responsible,responsible and enjoyed by everyone".In this context,in terms of the current governance of Chengdu,the path of "Party committee leadership and government responsibility" has been clear,and "social coordination and public participation" are still exploring and practicing.Realizing social coordination and public participation is an important aspect of building a modern urban governance system.This paper takes the participation of social organizations in Qingyang District of Chengdu in the practice of grassroots social governance as the research object,sorts out the experience and practices of the district in carrying out community governance work,and summarizes the district’s experience in community governance.By finding out the measures to promote the participation of multiple subjects in community governance,this paper also expounds the difficulties and challenges of social organizations in community governance,and summarizes the successful experience of social organizations in Qingyang District to resolve their role dilemmas,achieve two-way embedding,and stimulate community social capital.Quoting from community governance theory,civil society theory,new public management theory,social capital theory,etc.,this paper constructs an analytical framework of empowerment participation,autonomous governance,negotiation and cooperation,and community trust.The analysis of the collaborative governance model shows that social organizations are of great significance in promoting the reorganization of community elements,activating the willingness of community residents to participate democratically,promoting the reshaping of social capital,and promoting the formation of community trust.At the same time,it is proposed that social organizations can effectively participate in community governance.The path needs to be established from many aspects,such as the full conferment of rights,the balance of the main roles,and the establishment of the trust mechanism.The research results of the article have certain theoretical and practical reference value.
