At present,the trend of economic globalization is increasingly obvious,which has a profound impact on the economy and finance of all countries.In this context,financial institutions in many countries began to change the traditional business model,actively diversified,and set up financial holding companies.In order to effectively deal with the various problems arising in the process of development,Chinese scholars have launched a fierce discussion on the supervision of financial holding companies,and one after another require the reform of the original separate operation mode,and confirm the status of financial holding companies in the form of law.From a global perspective,the financial supervision of various countries has generally experienced a process from mixed industry to separate industry and then to mixed industry.For the supervision reform of domestic financial holding companies,the reform of legal system has become the starting point of the reform of financial system,and the development process of financial supervision is also the process of improving the supervision legal system.Compared with western developed countries,China’s financial industry started late.With the substantial improvement of China’s economic strength,a large number of financial holding companies have emerged in China.However,the rapid development of the financial sector cannot keep up with the establishment of legislation related to China’s financial industry.In September 2020 the People’s Bank of China issued the "trial implementation measures for the supervision of financial holding companies,the measures of financial holding company concept definition,establishment and approval,improve corporate governance and regulation management,it shows that the Chinese government has begun from the legislation on operation and management of financial holding company efforts,have solve the possible problems in practice.Economic development cannot be separated from a reasonable regulatory system.At the present stage,the external supervision,internal control system and regulatory legal system of financial holding companies in China have a lot of room for improvement,such as preventing internal risks,punishing related party transactions and setting up a more perfect legal system.Therefore,it can be inferred that it is necessary to establish and improve relevant regulatory legal systems and create a suitable external regulatory environment in the future development of the financial industry.Mixed operation has become the most countries the mainstream of financial holding company management pattern choice,through the practical experience shows that using this model to carry out business operations,to enhance enterprise competitive advantage,let its in market competition to better seize market has great advantages,and then get companies in various business activities,the synergistic effect of pushing the company to grow.However,due to the particularity and complexity of its organizational structure,there are different financial risks from ordinary ones.Therefore,how to implement supervision of financial holding companies is a subject to be studied.Through the discussion of the following problems,this paper puts forward relevant suggestions to solve the problems: First of all,it briefly discusses the definition and characteristics of financial holding companies,analyzes the regulatory requirements and types of such companies under the new situation,and analyzes the problems in China’s existing regulatory system.Secondly,combined with the exploration of some countries on the supervision system of financial holding companies,from the supervision legal system,external supervision system,internal control system and other aspects of China’s financial holding companies to improve the supervision of suggestions.
