| China’ s Rural Minimum Living Security Policy(RMLSP)has played a crucial role in fighting poverty and maintaining stability in rural areas since its implementation in 2 0 0 7.However,with rural areas being freed from absolute poverty and the anti-poverty cause entering the post-poverty era,many problems have emerged in the concrete practice of the RMLSP,which effectively curbed the poverty,and the most obvious reflection of the problems is welfare dependency.This thesis takes the problem of welfare dependence in the implementation of the RMLSP as the research object,uses the literature method,questionnaire survey method,non-participatory observation method and semi-structured interview method to collect the actual data of the welfare dependence in the RMLSP,analyzes the performance in welfare dependence of the rural households which benefits from RMLSP.The survey finds that the income level of welfare dependent families was much higher than the standard of RMLSP,and there is a strong dependence on demand exists in the aspect of health care and education.The economic level can not explain their motivation for refusing to withdraw from the RMLSP,number of children in family and large medical expenditure have a significant impact on the tendency of welfare dependence of recipients in RMLSP.The reasons of welfare dependence in the RMLSP can be divided into three categories:the first one is the institutional defects of the RMLSP,that is,the “ welfare trap” and the welfare superposition;the second one is the insufficient implementation of the RMLSP,including the welfare indexation,the absence of democratic appraisal and supervision,the difficulty of effective implementation of household surveys and the lack of grass-roots governance resources;the third one is part of the rural residents mistaking cognition on values,that is,the “full government responsibility idea” for living difficulties and the welfare expectations of profit.In order to address the problem of welfare dependency in RMLSP,this thesis proposes four measures: firstly,enriching the rules of applying for RMLSP,that is,implementing the classification and grading rescue measures,setting up a complete exit reward and punishment mechanism;secondly,improving the management level of RMLSP,that is,introducing social worker participation,exploring rural non-governmental forces;thirdly,strengthening policy publicity and cultural guidance,that is,improving the traditional way of policy transmission and guiding the rural atmosphere;fourthly,encouraging market entities to participate in welfare supply,that is,encouraging enterprises to provide flexible employment opportunities and encouraging the public welfare insurance for rural areas. |
