In October 2020,the Fifth Plenary Session of the 19 th CPC Central Committee once again stressed the importance of "adhering to the core position of innovation in the overall development of China’s modernization".As the main body of innovation,the development of enterprises,especially high-tech enterprises,is directly related to the process of China’s modernization.In order to promote the high-quality development of high-tech enterprises and to promote the concentration of various factors in high-tech enterprises,the national and local governments have introduced a series of supporting policies.Xinjiang,as the core zone of Silk Road Economic Belt,has received more attention to the development of its high-tech enterprises and enjoyed more inclined support policies from the state and autonomous regions,etc.Therefore,taking high-tech enterprises in Xinjiang as the research object,it is of great practical significance to study the influence of government support policies on the innovation level of high-tech enterprises in Xinjiang for the high-quality economic development of Xinjiang.Based on a careful review of the relevant research literature,this paper finds that,compared with the richer research results on high-tech enterprises in the eastern coastal region,there is a lack of both a careful review of the existing multiple support policies and an empirical examination of the impact of different types of support policies on high-tech enterprises’ innovation using simulation.To address the shortcomings of existing research,this paper focuses on three aspects: first,on the basis of a more comprehensive assessment of the 2016 revised Management Measures for the Recognition of High-tech Enterprises,the current status of existing government support policies in Xinjiang is categorized into three major types of financial subsidy policies,tax incentives,and government service policies according to specific support methods,and textual analysis is used to explore the internal Secondly,we analyze the mechanism of the impact of different types of policies on the innovation of high-tech enterprises in Xinjiang,starting from the main factors that affect the implementation effect of different support policies;finally,in the empirical research,we use the hierarchical analysis method(AHP)to determine the weights of variables and construct an evaluation system of the innovation level of high-tech enterprises in Xinjiang,and on this basis,we construct a system dynamics model to simulate the impact of different types of government support policies on the innovation of high-tech enterprises in Xinjiang.The system dynamics model was constructed to simulate the specific effects of different types of government support policies on the innovation level of high-tech enterprises in Xinjiang.Based on the above analysis,the results of this paper show that:(1)through the analysis of the policy text,Xinjiang high-tech enterprises’ innovation support policies cover a wide range of content,and "innovation" has the strongest influence on other key words;(2)increasing the intensity of the existing government support policies has a significant effect on the comprehensive level of innovation of Xinjiang high-tech enterprises.If the existing policy structure is continued,the stimulating effect on the innovation level of Xinjiang high-tech enterprises will be weakened,and the promoting effect on their innovation level will also be weakened;(3)the influence of the existing policy structure on the evaluation system of Xinjiang high-tech innovation level is: innovation input level > innovation R&D base > sustainable innovation level > innovation output level;(4)From the simulation of the effect,the government service policy has the most obvious influence on the innovation level of Xinjiang high-tech enterprises,followed by the comprehensive policy,then the tax preference policy,and the least influence on the innovation level of Xinjiang high-tech enterprises is the financial subsidy policy. |
