| With the change of macro institutional environment and social economic operation,motor vehicle restrictive policy has been constantly updated and improved,which is more and more important to improve urban environment and traffic conditions.It is worth noting that due to the systemic nature of policy changes and the nature of restrictive policies themselves,the adjustment and optimization of such policies require more careful observation and analysis by policy designers of their influencing factors and implementation processes,especially institutional factors.However,experience in this area has not been adequately studied.To this end,this thesis focuses on the phenomenon of motor vehicle restrictive policy changes,and attempts to explore relevant issues with historical institutionalism as the analytical framework and the case of Hangzhou as the evidence.Firstly,this thesis reviews and combs the current research results of motor vehicle restrictive policy and the mainstream theory of policy change.It is found that most scholars pay more attention to the analysis of the effect,rationality and legitimacy of policy implementation,but pay less attention to the systematic process and mechanism of motor vehicle restrictive policy change.Moreover,a series of theoretical analysis frameworks derived from the West have not been effectively applied to the research field of motor vehicle restrictive policies.In order to organically combine historical analysis and structural analysis,this thesis selects historical institutionalism as the main analytical tool to briefly explain the development process and basic viewpoints of historical institutionalism,and explains the applicability and feasibility of this theoretical analysis framework in the study of China ’ s public policy change and motor vehicle restrictive policy change.Based on the framework of historical institutionalism,this thesis mainly conducts empirical research on the case of motor vehicle restrictive policy changes in Hangzhou.By interpreting the relevant text data of Hangzhou ’ s motor vehicle restrictive policies from 2011 to 2021,and logically sorting out and refining the field interview data,a three-stage policy change is drawn from the perspective of reality,which is from ‘ single limit ’ to ‘ double limit ’ and ‘ – ‘ differentiated management ’ to ‘ Zhejiang A regional brand ’.Then,it focuses on the analysis of the path and motivation of motor vehicle restrictive policy changes.In the analysis of the historical path of policy change,three key nodes affecting the policy change are found,including important events such as hosting the Paralympic Games,bidding for the G20 Summit and the introduction of the 14 th Five-Year Plan,and the chain reaction of relevant policy factors such as pollution control and traffic improvement,and their triggering effects on policy change are analyzed.At the same time,it is found that policy changes release obvious path dependence effect,which is manifested in three mechanisms : learning effect,coordination effect and adaptive expectation.In order to systematically analyze the structural factors affecting policy changes,this thesis further discusses the dynamic mechanism of motor vehicle restrictive policy changes from the perspectives of exogenous and endogenous dynamics.The study found that the influence and interaction of political environment,economic environment and social environment,as well as the game interaction among decision makers,interest groups and other groups jointly led to policy changes.Based on the empirical analysis,this thesis further summarizes the structural characteristics and actor logic of motor vehicle restrictive policy changes.This thesis argues that the policy change shows the structural characteristics of macro institutional background,multiple policy variables and the interaction between micro subject behavior and specific policies.It not only shows the shaping effect of institutional structure on policy objectives,paths and strategies,but also is a dynamic process from learning and reference to self-innovation,from contradiction and conflict to adjustment and compromise,and from radical change to gradual interaction.Based on the above judgment,this thesis finally puts forward the policy optimization strategy from the three dimensions of ’ actor diversification,’ ’ grasping the key node ’ and ’seeking the path breakthrough ’. |
