As an important bridge for smes to effectively realize financing,state-owned guarantee companies play an important role in promoting China’s social and economic development.Since the establishment of China’s first national credit guarantee institution,China Economic and Technology Investment Guarantee Co.,Ltd.in 1993,after nearly 30 years of development,China’s guarantee industry has developed rapidly and financing guarantee companies have proliferated.Meanwhile,the social role of financing guarantee industry in China’s economic and social development has been widely recognized by the society,and the public attributes and social responsibilities of state-owned guarantee companies have also been fully highlighted.With financing guarantee industry rapid development,however,due to the lack of effective government regulation,supporting the development of the industry regulation,the negative impact of financing guarantee industry also appear constantly,regional financing guarantee company’s illegal events occur frequently,also for the maintenance of our financial order and the development of market economy has brought negative impact.Based on this background,taking the state-owned guarantee company of Lianyungang city as an example,it is of great theoretical significance and practical value to analyze the practical difficulties of government supervision of financing guarantee companies in the new era and new environment,and discuss the countermeasures and Suggestions to enhance the government supervision ability and improve the government supervision system.Taking government supervision of state-owned guarantee companies as the research subject,the thesis conducts a systematic and in-depth research on the research subject according to the research idea of concept definition,theoretical explanation,local practice,problem analysis,cause analysis and countermeasures.To be specific,it is mainly discussed in three steps: First,lay the theoretical foundation for paper writing.Mainly includes clear selected topic background and significance,system review research literature at home and abroad,briefly introduced the thinking of writing and research framework,research methods,selected clear innovation,on this basis,clearly defined state guarantee companies,state-owned guarantee company the basic connotation of government regulation,expounds the theoretical foundation of the state guarantee company government regulation and important significance.Secondly,the local practice of Lianyungang city is analyzed systematically.This step mainly in lianyungang city as a case study,through the implementation of state-owned guarantee company basic empirical analysis on the status quo of the government regulation,insight into the state guarantees the concrete measures of government regulation and the main achievements,combined with the concrete practice to explore the state-owned guarantee company specific problems of government regulation and the main reason for the problem,trying to clear writing problem oriented.Finally,combining analysis,discusses optimization measures,mainly according to the basic situation of lianyungang city local practice,combined with domestic and foreign advanced experience and successful practices,in view of the problems and causes,discusses the universality of the problem solving countermeasures,to promote the government regulation of our country state-owned guarantee companies smoothly.
