Community Absorbing Enterprises To Participate In Grassroots Governance Study On Dilemma And Countermeasures

The Fourth Plenary Session of the 19th CPC Central Committee proposed to uphold and improve the social governance system of joint contribution,joint governance,and shared benefits,maintain social stability,maintain national security,and build a community of social governance that everyone is responsible,performs and enjoys.The social transformation has given new connotation to grassroots governance.As a theoretical interpretation of the current socialization of grass-roots governance,the community absorption of enterprises is different from the administrative absorption.It is to combine the community resources with the enterprise functions,build a governance community,and connect and interact.However,as an important force to participate in community governance,the role of enterprises still faces many obstacles in practice.Community to absorb enterprises to participate in governance,how to absorb? How much is the absorption degree? And how to better play the main role of enterprises in community governance and improve the quality of community service? It is an urgent problem to be solved in urban community governance in China.Based on the new public management theory,stakeholder theory,corporate social responsibility theory and social governance community theory,this paper traces the theoretical origin of the community absorbing enterprises to participate in governance.At the same time,on the basis of four theories,the positioning and main mode of community absorbing enterprises to participate in governance are expounded.This paper finds that the functional orientation of enterprises in community governance lies in community service,coordinating community governance,driving the necessity of community participation in the construction of community governance,enriching community governance resources and meeting the needs of the community,the first object of corporate social responsibility,and the enterprise has the resource foundation in community governance.Taking LQ Community Bank of X District of C City as the research object,this paper introduces the practical research of LQ Community Bank in community governance,the overview and development background of LQ Community Bank,expounds the practical process of absorbing enterprises to participate in governance,and summarizes the achievements and difficulties of community banks in community governance.The achievements have mainly improved the supply of public goods in the community and promoted the formation of a community governance community.The dilemma is mainly manifested from three aspects: the single absorption mode,the limited participation degree of the absorbed enterprises and the absorption effect that need to be improved.The reasons are that the grass-roots government governance concept lags behind,lack of corresponding system for community absorbing enterprises to participate in governance,lack of consciousness of enterprises to participate in community governance,and lack of support of the social and cultural environment where community absorbs enterprises to participate in governance.Based on this,the following five suggestions.First,promote the renewal of grassroots governance concept and effectively guide community governance practice;second,establish the system and activate the social culture,provide social and cultural support to solve community governance,innovate the governance mode and realize diversified absorption mode;and enhance the awareness and ability of community governance and stimulate the internal potential of the enterprise.
