Research On Improving Service Quality Of Government Information Resources In The Era Of Big Data

With the Internet and big data technology leaping forward,The ways used by People to produce,manage,and share data have been changed tremendously.Hence,promoting public engagement in government governance and creating a modernized government governing system with the help of big data technology has become a consensus of the international community.China is paying more attention to government construction and development.As noted in the report at the 19 th CPC National Congress,the government needs to transform its functions,optimize its processes and improve its efficiency to build itself into a service-oriented government able to satisfy the people’s needs.Under this goal,government public service is particularly important since it is the most direct public-oriented behavior of the government.As the provider of information resources service and the owner of large amounts of data information,the government needs to advance with the times and seize the development opportunities by integrating big data with information resources service,injecting new vitality into government information resources service,transforming government functions and completing the overall system reform to build itself into a service-oriented government.First of all,the concepts of big data and government information resources are expounded.Then,guided by new public administration theory,new public service theory,Information Technology Service Standards theory and Open government theory,The United States,the United Kingdom and Japan and other developed countries are chosen as the objects of research,and their big data technology developments,policies and regulations,innovative practice and application are investigated.Organizing the current situation of government data openness and information resources service construction in the major countries of the world and the problems with China’s government information resources service in the era of big data.To lay a solid foundation for the paper put forward the strategies for improving the quality of China’s government information resources service。In such a context,strategies for increasing service quality of governmental information resources in the era of big data were presented against deficiencies in slow progress of governmental information resource services in China,inadequate capacity in integrating and coordinating information resources,unbalanced data openness and sharing,imperfect policies and regulations,as well as lack of standardized talents.More precisely,regarding the established awareness of big data,the government’s awareness of big data application should be first enhanced to improve the public’s data literacy.Secondly,concerning the improvement of the government’s information resource processing capabilities,government information resources should be integrated and shared to achieve the diversified supply of the government information resource service.Thirdly,in terms of perfecting relevant systems and mechanisms,the management system of disclosing government information resources should be improved together with the optimization of the performance implementation monitoring mechanism,so as to establish a complete information resource security system.Moreover,related laws and regulations should be perfected to establish a policy implementation supervision mechanism.Finally,the construction of talent team should be strengthened through cultivating big data talents,and increasing the training of government service personnel.It is expected that this study can provide feasible and targeted suggestions for implementing the government information resource service and promoting the establishment of a service-oriented government,as well as provide theoretical supports for future studies on the government information resource services.
