Yueyang City Practice River Length Research Report

The Opinions on the Full Implementation of the River-length System issued jointly by the General Office of the CPC Central Committee and the General Office of the State Council point out that the full implementation of the river-length system is an inherent requirement for implementing the concept of green development and promoting the construction of ecological civilization.It is an effective measure to solve the complex water problems and maintain the healthy life of rivers and lakes in China.It is an institutional innovation to improve the water treatment system and ensure the national water security.River length system refers to the system of comprehensive management of the water ecological environment of rivers and lakes in the areas under its jurisdiction,taking the party and government leaders at all levels as the core,adhering to the linkage of party and government leaders and departments.According to the investigation,the river length system in Yueyang City is in good practice,the main body of responsibility for river and lake management and protection is established,all work contents are in place,and public participation channels are open.However,there are some problems in the operation of Yueyang River length system.The relationship between river length and responsibility is not matched,the power of grass-roots river length is small and the responsibility of superior river length is large,the evaluation mechanism is unscientific,the examination form is rigid,the examination subject is unreasonable and the examination accountability mechanism has loopholes,the public participation mechanism has not been established,the system of public participation has not been established,and the form of public supervision is single.The reason is that the local legislation is vacant,the river chief’s ideology is insufficient,the examination does not get rid of the formalism stubborn disease and neglects the public’s right to know.Therefore,in the future,we should improve the local legislation of river length system and establish regulations on the implementation of river length system in Hunan Province;improve the assessment and evaluation mechanism,combine various assessment methods,perfect the function setting of assessment institutions,and establish the assessment and evaluation mechanism of river length;establish a public participation mechanism,define the main participants,specify the time and content of participation,and set up participation methods to further promote the implementation of river length system and improve the long-term mechanism.
