Since China’s official vehicle were equipped in last century,the official vehicle system had showed problems in actual implementation,such as over-standard vehicles and high operating costs until the reform of official vehicles system was launched in2014.With the development of the times,the official vehicle system and model can hardly meet the demand of official travel under the current situation.On July 16,2014,my country launched a nationwide new round of official vehicle reform.During this period,several different official vehicle management models emerged.After the official vehicle reform,Rongxian County has achieved the goals of saving travel expenses and reducing official costs after the official vehicle reform.This thesis,taking Rongxian County as a typical case,discusses the socialization reform of centralized management of official vehicles from the perspective of actual situation in county areas.Studies on the socialization reform of centralized management of official vehicles are both beneficial to theoretical discussion but also can provide some references for the reform of official vehicles in other counties in China.The thesis conducted a comprehensive study on the socialization reform of centralized management of official vehicles in Rongxian County.Firstly,relevant literature and data were collected and reviewed,and the basic theories and research results on the socialization reform of official vehicles in academia were sorted out.The core concepts covering official vehicles,centralized management of official vehicles and socialization of official vehicles were also introduced and defined.Secondly,literature analysis,comparative analysis and empirical analysis are used to describe the experience of the socialization reform of centralized management of official vehicles in Rongxian County.The author paid personal visits to some units and enterprises involved in the reform of official vehicles,and interviewed the departments of the social reform of official vehicles including the owner of official vehicles,the operator of official vehicles,and the supervisor of the management of official vehicles,as well as the Propaganda Department of Rongxian County,the Discipline Inspection Department of Rongxian County and some of the divisional staff through face-to-face and telephone,so as to understand and grasp the reasons and specific practices of the social reform of centralized management of official vehicles in Rongxian County.Based on these efforts,the author analyzed and discussed the management model and specific measures of the social reform in official vehicles,and then summarized the experience and lessons learned from this reform.The thesis found that,firstly,based on the research of intensification theory,intensive management of official vehicles and the platform construction should be strengthened and upgraded,the use of official vehicles should be put in an orderly manner,the strengths of the government and enterprises in managing official vehicles should be exploited to the full.With these efforts made,idle vehicles,drivers and other attendants would be reduced,trips would be planned rationally,resources of official vehicles and the possibility of private use of official vehicles would be also reduced.As a result,the efficiency of the use of official vehicles would be improved.Secondly,based on the research of principal-agent theory,the management of official vehicles should be fully involved in the market economy by separating its ownership and use rights.The three parties,namely,the owner of official vehicles,the operator of official vehicles,and the supervisor of the management of official vehicles,work with a clear division of duties and responsibilities,and communicate with each other to bring their respective strengths into full play,which is conducive to the supervision of official vehicles and official travels.Thirdly,based on the research of new public management theory,acting in the larger picture of people,a service-oriented government should be built as part of efforts to maximize the public interest of society and achieve the goal of good management and governance.In this way,those involved in the reform and people are both able to play a bigger part in this reform.Their previous thinking can be changed.Their identification with the reform can be seen and their satisfaction can be met deeply rooted in their hearts.The author hopes this thesis could provide argumentative support,references and inspiration for future study.
