Research On The Governance Dilemma And Path Of Internet Charity Crowd-funding From The Perspective Of Collaborative Governance

With the rise of the "Internet plus" trend,online charity crowd-funding has become an important way for the public to show their love.Traditional charity fund raising channels have been can’t meet the increasingly vigorous development of philanthropy,and as "mobile payment","social groups",the continuous extension of the current charitable fund-raising channels,some famous and influential Internet companies and charities have set up their own charity fund raising platform,such as Sina micro public welfare,Tencent public welfare,etc.The media has also undergone rapid changes.After the experience of traditional media such as newspaper,radio and TV,it has now ushered in new promotion channels such as PC terminal and mobile terminal.Based on China’s basic national conditions of a large gap between the rich and the poor and uneven regional development,online charity crowd-funding,as a way to regulate the distribution of social resources based on moral height,is very necessary to promote the development of China’s charity.However,at the same time,some dishonest online donation fraud has also appeared in the field of online charity crowd-funding in China,which has aroused social controversy,greatly dampened the enthusiasm of the public for donation,and also raised the cost of initiating charity crowd-funding by the donor.On the basis of typical case studies and analysis,this paper analyzes the realistic plight of individuals and charity organizations when they launch charity crowd-funding on the crowd-funding platform,combines the theory of collaborative governance,and draws lessons from the governance experience of the UK and the US in this field,and extracts the governance path suitable for China’s national conditions.The theoretical system of collaborative governance studied in this paper mainly includes four aspects:unified ideological consensus,leadership of government governance,effective participation of all subjects in governance and collaborative governance ability among all subjects.In terms of standardizing the path selection in the field of online charity crowd-funding,the following aspects are specifically involved: improving the laws and regulations in the field of online charity crowd-funding;To promote a unified ideological consensus among governance bodies;Highlight the leadership role of government sector governance;Enhance the effective governance ability of multiple subjects;Strengthen the cooperative governance ability among multiple subjects.Among them,improving the effective participation and governance of multiple subjects includes three aspects: first,strengthening the self-discipline ability of the initiators and charitable organizations;Second,improve the crowd-funding platform audit mechanism and industry supervision capacity;Third,guide the effective supervision of the public and media.In general,only when the main bodies involved in governance pool their efforts and give full play to the synergistic governance effect can they jointly promote the healthy,steady and sustainable development of the online charity crowd-funding industry.
