Research On The New Era Of State-owned Enterprise Party Building Into Corporate Governance ——Take Shanghai S State-owned Enterprise As An Example

Since the 18^th National Congress of the Communist Party of China（CPC）,Xi Jinping,General Secretary of the CPC central committee,has enhanced major tasks of state-owned enterprises to“6 important forces”,endowed state-owned enterprises with new missions,and repeatedly pointed out that we should give full play to the unique advantages as the“root”and“soul”in Party building of state-owned enterprises.Strive to create a new situation in Party building in state-owned enterprises.Faced with new requirements in the new era,the party building work of state-owned enterprises must keep pace with the times,change the previous logic of political rule,,adapt to the new requirements of the new development concept,implement the leadership role of"taking direction,managing the overall situation and ensuring implementation",integrate the party building work into all links of the corporate governance structure,and truly transform the advantages of Party building into the"red engine"of high-quality development of enterprises.With effects and shortcomings of grassroots Party organizations in corporate governance of state-owned enterprises as an entry point,the paper studied the state-owned enterprise S,a subordinate wholly-owned enterprise of S Group,which is a representative of the State-owned Assets Supervision and Administration Commission of Shanghai Municipality in the reform of state-owned assets and enterprises.Based on existing studies of achievements in Party building,the study was conducted with relevant theories such as embeddedness and performance management,by focusing on how Party organizations in enterprises play their role and reflect their value in corporate governance,and objectively analyzing the effect of integrating Party building of state-owned enterprises in corporate governance.Meanwhile,further dissection was performed to find major problems hindering the integration of Party building of state-owned enterprises into corporate governance and their root causes.Furthermore,countermeasures and suggestions were presented,to provide references and inspiration for innovative practice in fusing Party building of state-owned enterprises into corporate governance in the city.The paper is composed of 6 chapters.Chapter 1 mainly describes the background,significance,contents,ideas and methods of studying the integration of Party building of state-owned enterprises into corporate governance.Chapter 2 provides definitions of relevant concepts such as state-owned enterprises,Party building of state-owned enterprises and corporate governance,and a description of research contents and theories to be used in the analysis such as embeddedness and performance management.Chapter 3 gives an objective picture of the overall situation of integrating Party building of state-owned enterprises into corporate governance in Shanghai and the practice of the Party organization of the state-owned enterprise S in integrating into corporate governance,to further learn about existing different models of operation for integrating Party building of state-owned enterprises into corporate governance.In Chapter 4,a case study of the state-owned enterprise S was mainly conducted by means of a questionnaire survey,in-depth interviews etc.,from the perspectives of different groups such as full-time and part-time Party workers and representatives of mass groups,to gain a comprehensive understanding of the effect and shortcomings of existing integration of Party building into corporate governance.Chapter 5 is mainly an in-depth analysis of the effect of integrating Party building into corporate governance by the state-owned enterprise S,and existing problems and causes.In Chapter 6,relevant suggestions were presented to further strengthen the integration of Party building of state-owned enterprises into corporate governance in the new era.
