On The Historical Logic And Reconstruction Strategy Of Modernity In Public Administration

Driven by the increasing complexity of social public affairs and the ever-increasing standards of the effectiveness of government management services,government departments urgently need to build a governance system that takes into account rationality,efficiency,fairness,and justice in the field of public administration.Public administration is separated from politics and established as an independent discipline.The ability of public administration is closely related to the effectiveness of national governance,and Western public administration itself is the result of the evolution of modernity,and it cannot be ignored to face the modernity problem in public administration.On the other hand,my country has common problems with the development of Western developed countries,but also has differences in national conditions and practical foundations.Therefore,it is necessary to return to the Chinese context and discuss our country on the basis of a systematic analysis of the modern practical experience in Western public administration.The development of modernity in public administration realizes the transformation of my country’s public administration governance model.This article first starts from the philosophical connotation of modernity.Public administration itself is a product of modernity,and the modernity of public administration is based on philosophical modernity.Therefore,it is necessary to analyze the connotation of modernity at the philosophical level first,and then summarize the ideological basis and basic characteristics of modernity in public administration,so as to lay a theoretical foundation for later experience.Secondly,it analyzes the rise,revision and reflection of modernity from the three stages of traditional public administration period,behaviorist administration period and new public management movement period,so as to summarize the development logic of modernity in public administration in the historical evolution process.Thirdly,starting from the rise of post-modernity in public administration,this paper analyzes many challenges brought by post-modernity in public administration,and combines the beneficial factors of post-modernity to complete the self-remodeling of modernity in contemporary public administration.Finally,based on the localized reconstruction of modernity in public administration,on the basis of absorbing and drawing lessons from the West,according to China’s reality and current development background,construct a modernization strategy for Chinese public administration,and adhere to it in the Chinese context.The integration of government efficiency and political justice,strengthen the combination of instrumental rationality and value rationality,promote the integration of subject rationality and ecological rationality,and realize the optimization of governance system and governance capabilities.Face the differences between Chinese and western development,the development of modernity in the western public administration of experience,we should abandon the concept of two extremes,namely copying and negate,should uphold the gradual push and critical attitude,based on China’s national conditions and the practice foundation,reflecting on modernity problems of China’s public administration,to explore the localization reengineering strategy,to build the Chinese characteristic way of public administration development,to provide beneficial enlightenment to our country reform and development of public administration,to really implement our policy guidance to the local administrative practice.
