Abstract/Summary:
In recent years,under the background of in-depth promotion of cadres’responsibility in China.leading cadres become the key group whose undertake the decision-making,leadership,organization and management.leading cadres’ job satisfaction and the construction of incentive mechanism is particularly important.Based on the theoretical perspective of policy implementation process,this study analyzes the job satisfaction of current local leading cadres,and on this basis,investigates the deviation and correction in the actual policy implementation of the current motivation mechanism.Through the questionnaire survey on the job satisfaction of the leading cadres in Shandong Province,it is found that,although the leading cadres feel satisfied with their work on the whole,there is still a certain gap in the level of satisfaction based on the higher requirements of responsibility for the leading cadres’ initiative,and sense of mission.Specifically,based on the findings of the existing research on civil servant’s job satisfaction and incentive factors and the findings of this study,Material incentive factors represented by compensation and welfare,developmental incentive factors represented by selection,promotion,training and exchanges,feedback incentive factors represented by assessment,and the value incentive factors represented by sense of responsibility and mission,are still needed to be further prompted to increase leading cadres’ job satisfaction.Through the interview investigation,it is further found that there are still deviations in the implementation process of the motivation mechanism for leading cadres.Firstly,on the aspect of environment,the era of changing increase leading cadres’ work stress and then their sensitivity to demand concerns.Secondly,on the aspect of targeted group,leading cadres have obvious group anxiety in children’s education,family company and other aspects,to which the existing incentive mechanism is not enough to respond.Thirdly,on the aspect of policy systems,the salary and welfare system lags behind the changes in the objective situation of social development,and promotion mechanism faces institutional obstacles in some places.In the end,on the aspect of organization,the policy implementation faces "Last Mile"Obstacle.Therefore,It is needed to optimize the policy supply of material incentive factors;optimize the policy supply of developmental incentive factors,and pay more attention to the needs of self-actualization and development of leading cadres;optimize the policy supply of feedback incentive factors and improve the scientificity of motivation mechanism;optimize the policy supply of organizational incentive factors,and improve the organizational atmosphere and work style.
