| With the advance of administrative system reform and the development of market economy in China,trade associations are playing an increasingly important role in making up for market failure,standardizing trade behavior,assisting the government in economic management and undertaking government functions.In order to improve the scientific and democratic nature of public policy formulation,the government also pays more and more attention to the opinions and suggestions of social organizations such as industry associations,and usually solicit the opinions of relevant social organizations before issuing policies involving industries.However,there are still many problems in the participation of trade associations in public policy.Only by cracking a series of contradictions and difficulties in the participation of trade associations in public policy,can the win-win situation of trade associations,the government and the society be realized.Firstly,this paper defines the concepts of trade association and public policy,and expounds the related theories of trade association’s participation in public policy.Then the article selected the light industry of Shandong province collective enterprises association director of three industry association policy in practice,using the policy network theory analysis,in the process of industry association to participate in policy formulation policy network type,the action subject and network interaction was analyzed,and found that the industry association in the process of participation in public policy faces a series of problems,For example,the trade association’s willingness to participate in policy is not strong,the way of participation is single,the existence of free rider dilemma and other problems.These problems are caused by the policy network structure,resources,institutional environment and the industry association itself.Finally,the paper puts forward the countermeasures to improve the policy participation of the industry association:optimizing the government functions at the government level,building a new cooperative relationship between government and association;On the basis of improving their own ability,the industry association should establish and improve internal governance and enhance their ability to participate in policies. |
