The Research On The Problems And Countermeasues Of Basic Public Service Function Allocation Standard Policy Implementation

Since the reform and opening up,people’s material and spiritual living standards have been greatly improved,but the gap between urban and rural areas is also growing.There are many problems between urban and rural areas in China,such as imbalance in economic development,serious social injustice,uneven income distribution,and large gap in welfare level.It is of great significance for the healthy development of market economy,building a well-off society in an all-round way and building a socialist harmonious society to improve the basic public service level in rural areas.The report of the 19th National Congress of the Communist Party of China pointed out that ""the contradiction between the growing needs of the people for a better life and the unbalanced and inadequate development has become the main contradiction of our society".In order to solve a series of problems such as the rapid growth of people’s demand for basic public services,the inequality of basic public services and the insufficient supply of public products,and solve the basic public service demand of different groups,Accelerate the building of a well-off society in an all-round way and improve people’s sense of happiness and satisfaction.In 2017,the basic public service function allocation standard(Trial)of Jiangsu Province during the 13th Five Year Plan period(hereinafter referred to as the "allocation standard")was released.First of all,this paper studies and combs the relevant theories of domestic and foreign experts and scholars in the fields of public service,basic public service,equalization of basic public service and so on,and more deeply explains what is basic public service,its content characteristics and the theoretical connotation of "configuration standard".Secondly,through the field investigation and written investigation on the current situation of the implementation of the standard and the satisfaction of the masses in Tongshan District,Xuzhou City,Jiangsu Province,the paper explains the effect of the local implementation of the standard policy on the allocation of basic public service functions by using the detailed data,and discusses the existing problems and the causes from the aspects of economy,system,human environment,etc;Finally,according to the actual situation of Tongshan District,we should speed up the economic development,break the dual system of urban and rural areas,reform the financial system,reasonably adjust the allocation and construction standards of public services,explore diversified supply models,improve the expression channels of rural public service demands,and establish a reasonable performance evaluation mechanism,The countermeasures and suggestions are put forward to improve the implementation efficiency of Tongshan basic public service allocation standard policy.
