Research On Government Responsibilities And Policy Enforcement Of Mass Sports Management

This paper is to analyze the government responsibilities and policy enforcement on mass sports management in a community of Anci District,Langfang City,based on Public Administration Theory and Economics of Sports Industry.To reveal this issue from comprehensive aspects,the questionnaire survey was oriented on government staffs from the direct level,as well as community residents and fitness club managers from the indirect level,through which the problems can be explored and analyzed deeply and countermeasures can be raised contrapuntally.From the direct level,the problems of government sectors include the inefficiency of policy enforcement,the imperfection of communication mechanism between government sectors and community residents,as well as the loose connection between government sectors and for-profit fitness club industry.From the indirect level,on one hand,the problems of community residents include the weak sense of fitness,the transformation of consumption concept on fitness and the insufficient communication with government sectors;on the other hand,the problems of fitness clubs include the undersupply for segment market,the insufficiency of regional industrial organization and the limited method of achieving customers.Strategy analysis are also based on direct level and indirect level simultaneously.From the direct level,the government should raise the efficiency of the enforcement of mass sports policy,the consciousness of fitness for residents,spare more fund for mass sports and cultivate regional industrial organization.From the indirect level,on one hand,the community residents should foster the sense of fitness and transform the consumption concept on fitness;on the other hand,the fitness club should establish regional industrial organization as quickly as possible,improve the market competitiveness from multi-dimensions and promote fitness consumption through Internet Plus techniques.
