Research On Comprehensive Credit Evaluation Of Construction Bidder Of Engineering Project

Since the reform and opening up,the rapid development of economy and continuous progress of urbanization has advanced the construction industry greatly advanced,making it an essential part of the national economy.But the fast-growing construction industry has witnessed the rise of the credit problems of the project bidders.Although the great improvement of credit level of enterprises after decades of system construction and government supervision,there are still cases of quotation lower than cost,bid collusion,bid rigging,fraud and so on in the field of construction engineering.Nowadays,the credit evaluation system and management methods for project bidders have been established in succession.However,problems,such as inconsistent credit evaluation index and standards,different effect of reward and punishment,and ineffective integration and sharing of credit information among regions and departments,still exist.Therefore,it is necessary to study the comprehensive credit evaluation of construction bidders.This paper analyzes the current status of the construction bidding credit systems in China and gives some solutions,aiming to establish a comprehensive credit evaluation plan of construction bidders,thus reducing the credit problems in the bidding of construction enterprises.First,it explains the relevant concepts and theories about the construction of bidder’s credit system at home and abroad.Secondly,it introduces the current status of the the credit evaluation system construction in China’s typical cities,analyzes the main problems,and provides support for the following design of evaluation plan.Additionally,based on typical cases and relevant policies and regulations in typical regions,a comprehensive credit evaluation index system of project bidders is established with the principles of compliance,systematization,scientificity,and handleability,and this study uses group decision-making level analysis to weight each evaluation index and gives relevant scoring standards.Finally,the implementation for comprehensive credit evaluation of bidders is given.The results can provide reference for the comprehensive credit evaluation of bidders in the bidding process in various regions.Figure4;Table33;Reference49...
