Performance management has been applied in our government for more than 30 years,and relevant practical experiences has been accumulated by Shanxi Province Detoxification Administration Office(SPDAO)for several year’s development.However,the traditional index system method could not meet actual development demand,with increasingly higher requirement on performance management.As an advanced performance management index system tool,Balance Scorecard could effectively integrate strategic management and performance management,enterprise values and client interests,financial indexes and nonfinancial indexes,long-term goals,and short-term goals,and effectively improve the quality of performance management index system,which has been adopted by overseas governments and proved effective,but is only applied by a few government organizations of China.Therefore,It is worthwhile to study on how to apply Balance Scorecard to our government performance management index system,to enhance efficiency,scientificity,and standardability of our government.This essay is based on Balance Scorecard and government performance management theories with documentary method and analytic hierarchy process adopted,and case of SPDAO studied.The balance scorecard theory is applied to design new SPDAO’s performance management index system,when problems are found with the existing one,at the in-depth research,such us non-strategic design,unscientific system,and subjective evaluation;and constrains are discovered through further analysis,such as not meeting actual development demand,insufficient consciousness of serving the people,and lack of professionalism for performance management team.In the design,SPDAO’s goal,pursuit,and basic working concepts are abided by,and the designing steps of Balance Scorecard are followed.First,the frame is built by defining strategy map,mission,core values,vision,strategical principal line,evaluation objects and four levels of the strategic map.Second,the index system is constructed by breaking Balance Scorecard index down,designing target values,determining implementation plans,as well as defining the system composed of a strategic map,10 targets,20 indexes,20 target values,and supporting implementation plans.Third,A relatively complete performance management index system is formed,by determining index weights and index evaluation.Finally,supporting measures are explained,for the developing Balance Scorecard activities and ensuring good effects of them,from organization system building,awarding and punishment mechanism improvement,responsibility fulfillment,to pushing mechanism promotion;and the four stages of Balance Scorecard: preparation,design,implementation,and operation are clarified,which is to pave the road for successful implementation of performance management index system,and offer advices to SPDAO for introducing Balance Scorecard.
