In March 2018,the Central Committee of the Communist Party of China announced the eighth institutional reform plan since the reform and opening up,and at the same time issued the plan for deepening the reform of Party and state institutions.In order to achieve the goal of unified market supervision and accelerate the reform of the market supervision and management system,the State Council reconstituted the State Administration of market supervision(hereinafter referred to as the State Administration of market).The establishment of the State Administration of market is mainly to better strengthen market supervision,strive to realize the strategy of quality power,fully create a market business environment that is honest,trustworthy and fair competition,further strengthen the control of the quality of market circulation products,promote the joint law enforcement of the supervision department,and strengthen the construction of a safe consumption environment.In fact,as early as October 2014,the market supervision and administration bureaus at and below the county level have been officially established,and the "three bureaus" have been merged.The whole grass-roots front-line law enforcement team is facing enormous reform pressure and work challenges.The mentality stability and work enthusiasm of grass-roots law enforcement personnel will affect the reform process of the whole supervision system.Therefore,the incentive problem of grass-roots market supervision cadres is the current stage of work "The most important" of the works.Therefore,this paper chooses the administrative law enforcement civil servants of district a market supervision and Administration Bureau as the research object,combining with various complex situations and practical problems faced by the grass-roots law enforcement personnel in the front-line work,through questionnaire survey to explore the incentive mechanism currently adopted,and get the problems faced by the incentive mechanism of the civil servants of district a market supervision and Administration Bureau Including: no targeted assessment mode,narrow promotion channels and lack of fairness,unreasonable training system.Based on the above analysis,this paper hopes to find out the reasons for the current problems in the incentive mechanism of civil servants in the market supervision administration of zone a,and then put forward the corresponding countermeasures and suggestions.
