| As a kind of administrative measure,the pre-set function of the disciplinary power of primary and secondary school teachers’ is to cultivate students’ awareness of rules and regulate the exercise of teachers’ power.The former is to help students complete rule education and realize individual socialization in the implementation of disciplinary violations and punishment;the latter is to identify the content and boundary of the power,and help teachers to correctly understand and exercise the power through power supervision and right relief.In reality,due to the lack of rules and cognitive errors,implementation of the disciplinary power of primary and secondary school teachers’ presents the results of disciplinary abuse and cognitive deviation,which also brings the negative effects of rights damage and power loss,as well as the potential effects of urgent needs to supporting measures.By eliminating the negative function,consolidating the positive function and combining with the latent function of system development,we can make clear the function return path of primary and secondary school teachers’ disciplinary power.Reasonable empowerment requires clarifying the nature,boundary and specific setting of disciplinary power,which will determine the operation space of power;the system guarantee is optimized from the aspects of disciplinary implementation environment,school basis,supervision and relief,so as to promote the correct cognition of stakeholders on the disciplinary power of education,standardize the implementation of disciplinary power in school,and protect the legitimate rights and interests of teachers and students. |
