In recent years,with the facilitation of traffic conditions,continuously shortening the distance between the rural and urban areas,in order to obtain better prospects for development,a large number of young rural labor force to leave home,home,set foot on migrant workers,the entrepreneurial journey,but the work is not stable,the reason of limited conditions of poor living environment,education,most parents choose to minor children stay at home to entrust others to take care of,A group of left-behind children has emerged.The number of left-behind children in rural areas in China is large,generally young,with low education level and low self-control,and they are vulnerable to illegal infringement.In recent years,the drowning,suicide,sexual assault and other incidents of left-behind children appear from time to time,reflecting the problems existing in the guardianship of left-behind children in rural areas in China to a certain extent.This paper focuses on the current guardianship of left-behind children in rural areas in China.The healthy growth of children needs the love,care and protection of the government,family,school and society.The guardianship is not only a family affair based on blood relationship,in fact,the responsibility and obligation of guardianship should be extended to the whole society.However,due to the imperfect guardianship laws,the inadequate implementation of government responsibilities,the lack of family guardianship responsibility,the lack of school supervision,and the low degree of social participation,left-behind children in rural areas may encounter the guardians’ failure to perform their guardianship duties,the entrusted guardians’ carelessness,and insufficient guardianship ability in the process of growing up.As a result,the quality of life of rural left-behind children is not high,easy to have inferiority,behavior is not standard,safety is threatened and so on,which is not conducive to the healthy development of children’s body and mind.On the basis of social governance theory,this study refer to a large number of literature,questionnaire design,carry out research in weinan H town,mastered the rural left-behind children in the family care,school supervision,government supervision and social supervision,expounds the guardianship missing or lack of care,psychological,make the left-behind children face life behavior,security,and so on a series of problems,And analyzes the causes of the guardianship problems from various aspects.The focus of this paper is to put forward solutions and methods for the problems existing in the guardianship of rural left-behind children.The guardianship of rural left-behind children is complex and changeable,and there are many subjects involved.It is difficult to completely solve this problem.The main feature of social governance is the diversification of subjects,emphasizing the active participation and equal cooperation of all subjects to maximize public interests.Therefore,from the perspective of social governance,the government,family,school,society and other subjects are included in the governance framework,and various governance methods and means are used to ensure the realization of the legitimate rights and interests of left-behind children. |
