Military Application Of American Artificial Intelligence From The Perspective Of The Third Offset Strategy

In the 21 st century,with the change of international situation and domestic strategic needs,the United States proposed the third offset strategy to deal with internal and external difficulties.Based on the former offset strategies,the third offset strategy advocated the development of new technologies such as AI(Artificial Intelligence),aiming to achieve the gap between the U.S.and competitors and to maintain its hegemonic position.According to Marxist historical materialism,this paper holds that the third offset strategy is an important measure for the United States to adjust its strategic focus and safeguard its hegemony.Its core purpose is to achieve technological monopoly by promoting the application of new technologies such as AI in the military field,and to upgrade the overall national defense system to offset the competition of China,then to preemptively seize the strategic initiative of future war.Combining the means of history and logic deduction,this paper analyzes the internal logic and motivation of the third offset strategy and the military application of AI in the United States.From the vertical(historical context)and horizontal(field practice)levels,as well as the dimensions of strategic creation and internal mechanism,and from the perspectives of strategic stability,strength building,operational support,international structure and war form,the paper evaluates and summarizes the practice and impact of AI in the U.S.military.It holds that AI is the key bottom technology and breakthrough for the United States to enhance the comprehensive national strength,reform national defense construction and seize strategic initiative in the future.AI has a great impact on the future international structure and human society.In recent years,China has vigorously developed AI.Examining the experience and lessons of the United States has certain enlightenment for China to keep close to the strategic direction,plan the strategic development path and propel the long-term development of AI strategy.
