The reform of the supervisory system is a top-level design made by the CPC Central Committee with Comrade Xi Jinping at its core to trace back to its roots,assume the overall situation,take long-term measures and open up a new path.Reform based on the overall trend of the party and national undertaking development,with the comprehensive governing party thoroughly self determination,the confidence of the revolutionary,the patience of continuous anti-corruption,Constant fight against corruption.The organic combination of the supervision of the communist party and state monitoring,by establishing a strict rule of law supervision system with strict supervision system under the rule of law,and the grand blueprint for reform path into vivid practice,promoting the modernization of national management system and management ability.Deepening reform is the desire of the people,preventing and combating corruption is to remove hidden dangers from people’s minds.In order to protect the fundamental interests of the people and in light of China’s actual conditions,the reform formulated a law on supervision,set up supervisory committees at various levels,and put discipline inspection and supervision commissions into one office.Administrative supervision should be upgraded to national supervision,a centralized and unified supervisory organization should be built,the determination to fight corruption should be demonstrated,the reform should be legalized,scientific and systematic in depth,and finally the "full coverage" of supervision led by the rule of law should be realized.The reform of the supervision system is now in a critical period,and there are many difficulties in the reform process.The Supervision Law and its supporting laws are not well connected,the scope of supervision is vague,and the objects of supervision are not yet detailed.The function of the supervisory committee is not standardized enough,the supervision efficiency is insufficient,and the restriction and supervision of its own power is insufficient.It is difficult to guarantee the independence of the commission for discipline inspection and supervision in the process of office,to clarify the legality of lien measures,and to take into account the homogenization of discipline and law enforcement.In this regard,this paper from the improvement of legislation,optimize the function of allocation,innovation of the system and mechanism put forward the specific path of further deepening the reform:improve the supervision law and its supporting laws,do a good job of the connection between the laws;Standardize the investigation measures and connection procedures of the supervisory committees,establish an authoritative and efficient supervisory team and strengthen supervision;We will ensure that commissions for discipline inspection and supervision perform their duties independently in accordance with the law,clarify the legal nature and conditions for the application of lien measures,and improve the working mechanism for linking discipline and law with law,so as to make new breakthroughs in reform and create new efficiency.
