When talking about the governance of urban and rural communities,General Secretary Xi Jinping pointed out that efforts should be made to improve the urban governance system and the urban and rural grassroots governance system,“strengthen the construction of the community governance system, promote the shift of the focus of social governance to the grassroots. What’s more,we should play the role of social organizations, and achieve government governance and social governance. The benign interaction between regulation and resident autonomy","we must give play to the role of all aspects of society, stimulate the vitality of the whole society, discuss the affairs of the masses with the masses, and everyone participates in their affairs." These important statements put forward new requirements for domestic cities to explore ways of modernized community governance.Community is the foundation of urban composition, and community governance is the most important part of urban governance. To accurately grasp the practice path of "full-cycle management",we must tightly hold the community’s front line and work hard and make precise efforts. With "full-cycle management" as the starting point,we will continue to deepen the exploration and innovation of grassroots social governance.Under the dual promotion of theory and practice, collaborative co-governance of relevant stakeholders in the community has become an inevitable trend of community development. In essence, this means that the era of the administrative community system dominated by the government’s single dimension has ceased to exist. The main body pattern in which multiple subjects including social organizations, market organizations, community residents, etc.participate in community governance has become the trend of the times.Based on the theory of collaborative governance, this paper takes the collaborative willingness of multi-subjects of the community as the research object in the implementation of urban full-cycle management, and explores the appropriate path selection of inter-subject cooperative coordination.First of all, from the theoretical origin, the basic connotation and the guiding significance for the rationalization of the relationship between the multiple subjects of the urban community, the coordination theory and collaborative governance theory are carefully sorted out.Second, determine the five main categories of urban community governance subjects including the ruling party system, administrative system, social system, market system, and autonomous system, and focus on analyzing the rational role and functional positioning of each governance subject. The empirical part takes the A community of Dalian as the research object, obtains first-hand information and data through the distribution of questionnaires and face-to-face interviews, and uses logit regression model to perform regression analysis on the data, explore the order parameters that affect collaborative governance, and summarize the multiple governance subjects of urban communities In the dilemma faced in the process of realizing full-cycle management,I tried to explore the idea of perfecting the interactive relationship among multiple subjects with the support of collaborative governance theory. It is proposed that in order to realize the city’s full-cycle management, institutional arrangements should be improved to enhance the coordination willingness and behavioral capabilities of the various community governance subjects.
