| In recent years,the sustained and rapid development of national economy and the speeding up of urbanization,great changes have taken place in the face of towns across and change,growing urbanization function,city of the whole culture and economic strength improved,people’s quality of life and living environment has been greatly improved,and achievements.But things always two sides to everything,bound together,because of the housing demolition triggered by the growing,glamorous,luxuriant urbanization brings negative effect,is behind the group petitions,set himself on fire,such as malignant result,produce in the process of demolition of a large number of contradictions and problems caused serious influence on social stability,also has caused the education,medical treatment,demolition,and many other social contradictions,city managers face relocation and other follow-up management and so on many challenges.Urban housing demolition is not only related to the immediate interests of the uprooted households,but also directly affect the progress of the project,more related to the social and national stability of the event,if the demolition problem is not properly solved,will affect the normal order of life and social stability,become an obstacle to the construction of a harmonious society.The academic circle has done a lot of beneficial exploration on the protection of the legal rights and interests of the displaced households in our country,but it is rare to take the new public management perspective as the entry point,so this is taken as the topic of the dissertation.According to the requirements of the new public management,the government should make a new delineation of its corresponding functions.In China’s current urban demolition and reconstruction,the government is not only the decision maker of the old city reconstruction,but also the implementation of the old city demolition and reconstruction policy.According to the new public management theory,the government should get rid of the complicated and trivial affairs and do their own things in the position of decision maker.In the process of demolition and reconstruction of old cities,the relationship among the government,developers and households to be demolished should be clarified,and a reasonable boundary should be delimited.At the same time to enhance the government’s ability to meet,do a good job in the corresponding plan. |
