In recent years,the frequent incidents of child abuse by pre-primary teachers and kindergarten safety accidents have exposed the low rule of law literacy of pre-primary teachers in China,which has a huge impact on the pre-primary education industry in China.With the comprehensive promotion of the rule of law and the rule of law in education,the state vigorously advocates the cultivation of professionals with good rule of law literacy to promote the high-quality development of pre-primary education.The rule of law literacy has become an important part of the professional literacy of pre-primary education undergraduates.Pre-primary education policies and regulations course is a specialized course to realize the rule of law education for pre-primary education majors.As the main channel and position,it plays an important role in cultivating the rule of law literacy of pre-primary education majors.Under the guidance of Taylor’s curriculum and teaching principles,following the logic of "should be — to be — issues — suggestions",this paper studies the cultivation of rule of law literacy of undergraduates majoring in pre-primary education from the perspective of pre-primary education policies and regulations.The study first clarified that the goal of pre-primary education policies and regulations is to cultivate the rule of law quality of pre-primary education undergraduates(especially professional rule of law),and based on Xi Jinping’s rule of law thought,on the basis of previous studies,following the principles of the times,professionalism and systematicness,further established the content of the rule of law literacy of undergraduates majoring in pre-school education: Legal knowledge,legal thinking,legal ability,legal culture and professional ethics are regarded as the "ought to be criterion" of the rule of law literacy of pre-primary education undergraduates.Then 12 universities are selected as the research objects from the universities offering pre-school education majors in Sichuan Province.By using the methods of questionnaire,interview and content analysis,the "actual situation" of pre-school education policies and regulations course to cultivate the rule of law literacy of pre-school education majors is understood.This paper analyzes the existing problems and causes of the cultivation of the rule of law literacy of the undergraduates majoring in pre-primary education from the four aspects of curriculum,teachers,teaching materials and cultivation effect,and puts forward a series of suggestions for improvement.The results show that: at present,there are still a few colleges and universities that have not set up pre-primary education policies and regulations course,and the curriculum setting of the colleges and universities that have set up this course is unreasonable;the professional level of the existing pre-primary education policies and regulations course teachers is low;the content of pre-primary education policies and regulations course teaching materials does not meet the needs of students;the effectiveness of pre-primary education policies and regulations course cultivation needs to be improved,and the professional level of pre-primary education needs to be improved The development of each dimension of students’ rule of law literacy is unbalanced.The main reasons for the series of problems include that colleges and universities do not pay enough attention to the curriculum of pre-primary education policies and regulations,the knowledge production of pre-primary education policies and regulations needs to be improved,the autonomous learning initiative of pre-primary education undergraduates is insufficient,and the construction of social legal environment is not perfect.In view of the above problems in the cultivation of rule of law literacy of pre-school education undergraduates,this study puts forward the following improvement suggestions based on the four steps of "Taylor Principle" : clear objectives,give full play to the position role,cultivate the rule of law literacy of pre-school education undergraduates;select experience,promote knowledge production,and provide living water for the pre-school education policy and regulation courses Experience organization should implement teaching reform to improve the effectiveness of pre-primary education policies and regulations curriculum;evaluation results should build a reasonable evaluation system of pre-primary education policies and regulations curriculum evaluation system.
