Research On The Behavior Of Government Supporting Enterprises’ Technological Transformation

Enterprises are not only the most important market subject,but also the main force of economic and social development.Technological transformation is an important way for enterprises to realize transformation and upgrading and enhance their core competitiveness.In recent years,the government and all sectors of society pay more and more attention to the technological transformation and transformation and upgrading of enterprises.Therefore,Shanxi Province has issued a package of policies and measures to support the technological transformation of enterprises,which has achieved remarkable results.However,at present,the technological level and innovation ability of most enterprises in Shanxi Province are still at a low level,the awareness of technological transformation is not strong,the high-end development trend is not prominent,the potential energy of intelligent development has not yet been formed,and the relevant policies and measures of the government to support the technological transformation of enterprises need to be continuously optimized.Therefore,it is of great significance for Shanxi Province to solve the problems of technological transformation,optimize the measures of technological transformation and improve the level of industry management by studying the behavior of government supporting enterprises’ technological transformation and putting forward targeted suggestions.Based on the new public service theory and public policy value theory,this paper focuses on the government’s support behavior in the process of enterprise’s technological transformation,and comprehensively discusses the mechanism and influence of government’s role orientation,government’s public service and government’s administrative ability on the government’s support behavior;Through the analysis of the current situation and achievements of the technological transformation of enterprises supported by Shanxi government,we can understand the effect of policy formulation and implementation and the existing problems;Through questionnaire survey and interview survey,we can deeply understand the attitude,views and suggestions of various market entities on government support behavior,as well as the actual needs of enterprises to implement technological transformation;Through the horizontal comparison of support behavior in other provinces and cities,this paper analyzes the advantages and disadvantages of current policies in Shanxi Province,and forms the experience that can be used for reference.In view of the problems and causes of government support behavior found in the study,combined with the industrial characteristics of Shanxi Province and the actual technological transformation of enterprises in the province,this paper makes detailed thinking and analysis from the aspects of improving the policy system,strengthening financial support,building service platform,improving management level,optimizing development environment,etc.,and sums up policy suggestions with characteristics and in line with the development status of Shanxi,Help Shanxi Province through enterprise technological transformation for industrial transformation and upgrading,and promote the transformation and development of Shanxi industrial economy with high quality and high speed.
