| As the foundation of the state power,the county-level power can be said to be a "miniature" of the state power to a certain extent.The coordinated and efficient operation of county-level government is conducive to the dissemination of national policies and the upload of public opinion.Its function plays a pivotal role in coordinating and advancing the comprehensive construction of a socialist modern country,comprehensively deepening reforms,comprehensively governing the country by law,and comprehensively administering the party strictly.The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China adopted the "Decision of the Central Committee of the Communist Party of China on Several Major Issues Concerning Upholding and Improving the Socialist System with Chinese Characteristics to Promote the Modernization of the National Governance System and Governance Ability",which proposed "improving the power allocation and operation restriction mechanism." Once again,the importance and necessity of improving the state’s power distribution and operating mechanisms are emphasized.As the "front-line commander in chief" of the county party committee secretary,he holds the power of the county’s people and property.There is no doubt that in order to improve the state power operation mechanism,the power operation of the county party committee secretary must be regulated to effectively avoid deviations in the operation of his power.In terms of county-level political power building,the party and the state have issued a series of rules and regulations to provide institutional guarantees for the efficient operation of the power of party members and cadres at the county level.On the whole,the current situation of the county party committee secretary’s power operation is generally good.Some “excellent county party committee secretaries” played an important role in promoting county economic development,people’s livelihood stability,ecological construction,etc.,demonstrating the good image and spiritual outlook of our party,and contributing to strengthening the construction of the cadre team and creating a clean and honest politics.Ecology has played an important role.However,it is undeniable that there are still some problems in the operation of the power of county party committee secretaries in our country,which need to be improved.Based on the needs of theory and reality,the author tried to analyze the scale,performance,and characteristics of the power operation deviation of the county party committee secretary through literature reading and case analysis,and on this basis,explored the reasons for the power operation deviation of the county party committee secretary,and proposed to improve the county party committee secretary.This article is divided into five parts.The first part is the theoretical analysis part,which mainly elaborates the background and significance of studying the power operation deviation of the county party committee secretary,briefly sorts out the current situation and existing shortcomings of the research on this topic at home and abroad,and then proposes the research ideas of this article.The second part explains the basic concepts and related theoretical foundations of "county party secretary","power","power allocation","power operation",and "operation deviation" involved in this article.The third part is based on the analysis of the collected cases,summed up the scale,performance,and characteristics of the power operation deviation of the county party committee secretary in recent years,and strengthened the persuasiveness of the article through the mutual support of data and theory.The fourth part is based on the previous article and analyzes the deep-seated reasons behind the deviation of the power of the county party committee secretary.Mainly include the lack of quality of the main body,the unreasonable power allocation,the unsound supervision mechanism,the evaluation mechanism to be perfected,and the cadre selection and appointment mechanism to be standardized.The fifth part of the article starts from the reasons,"prescribes the right medicine",and proposes to circumvent county committees by strengthening ideological and moral education,constructing a reasonable power structure,standardizing the process of power use,improving power supervision mechanisms,establishing a scientific evaluation and assessment mechanism,and improving the cadre selection system.Avoid the risk of deviations in the power operation of the county party committee secretary.Regulating the operation of the power of the county party committee secretary is not just a matter of paper.It must start with an all-round approach,systematically and in-depth analysis of its causes and possible perfect measures.Only by making a full-scale attack and making breakthroughs in key points can we be "easy enough."... |
