Research On Community Correction System From The Perspective Of Penalty Socialization

With the deepening of the understanding of the socialization of execution and the influence of the thought of socialization of execution on the criminal policy of our country,the shortcomings of the community correction system in our country have become increasingly prominent.Based on my country’s national conditions,in order to further conform to the concept of execution socialization,the community correction system in our country can be improved on the basis of learning from the beneficial experience of foreign countries.Based on this,this article is divided into four parts.The first part is an overview of the socialization of execution.The development context of the thought of execution socialization can be roughly divided into the budding stage,the establishment stage,and the development stage.The basic theory of execution socialization mainly includes three aspects: the humanitarian thought of punishment,the theory of education punishment,and the theory of in-depth restoration.The socialization of execution has multiple values,which are embodied in democratic value,freedom value and economic value.The second part is the general situation of the development of my country’s community correction system and the existing problems.my country’s current community corrections system presents a regional characteristic,that is,a unified community correction management model has not yet been formed at the national level,and various regions have formed a management model suitable for local development based on local conditions.The social forces of community corrections in my country mainly include social workers,volunteers and related organizations.As far as the problem is concerned,my country ’ s community corrections system has problems such as low applicability,inadequate expression of penalties,and community corrections incentive mechanisms that need to be innovated.The third part is the practice of community correction in foreign countries and its enlightenment to our country.Taking the United States,Britain,Germany,and Japan,which are relatively mature in the development of the community correction system,as the research objects outside the region,through studying relevant system samples,we can get the direction of the further development and improvement of the community correction system in our country.The fourth part is the improvement of our country’s community correction system from the perspective of execution socialization.In order to further promote the development of the community corrections system and make it fit the current judicial system reform direction,it is necessary to strengthen the construction of community corrections social forces,strengthen the supervision of inmates,expand the management power of frontline managers,and establish effective rewards and punishments.
