The return of refugees is an important part of Afghanistan’s post-war reconstruction process.It is related to the peace and stability of Afghanistan and the security situation and stability of the region.Whether the return of Afghan refugees can be resolved is closely related to whether the reconstruction of Afghanistan can be successfully completed.In-depth research on the return of Afghan refugees has important practical and theoretical significance.This article intends to discuss the issue of the return of Afghan refugees from three parts: First,historically review the tortuous evolution of the issue of the return of Afghan refugees.Secondly,it analyzes the main obstacles to the settlement of the problem of delayed Afghan refugee return from the three aspects of refugee sending country,refugee receiving country and the international community,and explores the dominant factors affecting the return of refugees.Finally,exploring the impact of the return of Afghan refugees and analyzing the prospects for solving the problem.The evolution of the issue of the return of Afghan refugees shows that the return of refugees is a systematic project,not simply a return on a geographical basis,but a return of identity.Afghan refugees often showed a high degree of enthusiasm for returning home in the early stages of post-war reconstruction.However,as the domestic situation in Afghanistan deteriorates and the international community and the host country’s refugee repatriation policies change,it is still difficult or unwilling for Afghan refugees to return.If the international community fails to resolve the issue of refugee return,it will aggravate the humanitarian crisis,which will not be conducive to the advancement of Afghanistan’s post-war reconstruction process.The long-term existence of refugees will constitute the social basis of violent terrorism and extremism,which will in turn trigger tensions among countries in the region.The analysis found that the combination of many factors such as the limited national capacity of Afghanistan,the weakened policies of the main recipient countries,and the limitations of international refugee protection have seriously delayed the resolution of the return of Afghan refugees.As the current situation in Afghanistan is facing great uncertainty,these obstacles cannot be fundamentally changed in a short period of time,and the return of refugees will exist for a long time.The international community needs to proceed from the concept of a “community with a shared future for mankind”,cultivate refugees’ self-reliance,accelerate peace and reconciliation within Afghanistan,promote regional economic and social prosperity,and create favorable conditions for the voluntary,safe and orderly return of refugees. |
