Institutional management is a big part of China’s cadre and personnel management system at present,which is of great significance and an effective means to run public institutions and allocate human resources,and a basic work of government allocation management and human resources.Its purpose is to prevent the disorderly expansion of institutions and unlimited increase of personnel.As a product of the reform of administrative organs in the 1990 s,the establishment management has a certain impact on preventing the expansion of institutions and the redundancy of personnel.However,due to the increasing functions of the government and the low administrative efficiency,the problem of local government’s mixed staff and posts caused by the non-standard establishment management is becoming increasingly serious.Mixed staffing and mixed post generally refers to the phenomenon that the administrative organ violates the provisions of personnel establishment management and uses the administrative personnel of the organ and the institution personnel of its subordinate units or other non administrative personnel,resulting in the inconsistency of personnel identity and post responsibilities,thus causing confusion in personnel,establishment and post management.Although there are four kinds of performance forms of mixed staffing and mixed post,they are personnel without identity,personnel outside the staff,overstaffed personnel,and administrative posts occupied by institution staff,the main performance form is usually Administrative Posts occupied by institution staff.Recently,due to the vigorous promotion of personnel system reform in administrative organs,institutions and units and the vigorous control of personnel establishment management,the problem of mixed staffing and mixed posts has been gradually controlled.However,due to the complexity of the historical legacy and the actual situation,this problem has not been fundamentally solved,and even intensified.This paper mainly from the perspective of public management,organizational behavior,combined with the author’s work practice,expounds and analyzes the reasons for the formation of various establishment(identity)of N City Transportation Bureau,summarizes the current situation of establishment management and the internal relationship of administrative organizations,finds out the problems existing in the management process and the relationship between different establishment(identity).And elaborated the influencing factors analyzed in this paper in detail,at the same time,put forward the corresponding improvement scheme and countermeasures,discusses the direction of reform,and makes the internal relationship of administrative organization harmonious.A workforce has been formed,thus improving labor efficiency and promoting high-level and high-quality development of transportation.,city before the institutional reform enters the deep water area and can not form the effective reform.
