Abstract/Summary:
Since the reform and opening up,China’s modernization process has continued to accelerate.The relative income gap between regions has induced the surplus labor force in economically underdeveloped areas to transfer to economically developed areas,and the mass mobility of labor force in China has therefore arisen at the historic moment.The flow of labor between regions has played an immeasurably positive role in promoting China’s industrialization,urbanization and socialist modernization.The problem of labor mobility is closely related to the level of government governance.The level of government governance largely determines whether labor can flow in a reasonable and orderly manner.The "Proposal of the Central Committee of the Communist Party of China on Formulating the Fourteenth Five-Year Plan for National Economic and Social Development and Long-Term Goals for2035" puts forward that " it is necessary to build a government governance system with clear responsibilities and administration in accordance with the law." Based on this,this article studies the impact of government governance on labor mobility across regions.First of all,the paper introduces the background and research significance of the topic,then points out the possible innovations and shortcomings of the thesis;summarizes the literature on the influence of the level of government governance on labor mobility.Then,the paper uses micro-level human capital and other models to analyze the individual labor mobility behavior,and explore the factors that affect labor mobility and settlement;use the macro-level gravity model to study the factors that affect the scale of labor mobility in my country.Then,according to the theoretical part,this paper constructs the econometric model of the macro and micro parts of labor mobility,and introduces the core explanatory variable of government governance level in it.In the micro-econometric model,this paper uses the data from the 2015 China Comprehensive Social Survey(CGSS)and 2016 China Labor Force Dynamics Survey(CLDS)to study the impact of government governance on the willingness of individual laborers to leave the local area,and conduct robustness and stability analysis.Heterogeneity test: In the macro-econometric model,this paper uses the 2015 statistical yearbook and other macro-data to study the impact of government governance on the scale of labor mobility across provinces,and then conducts endogenous and robustness tests.This paper finds that at the micro level,the level of rule of law and the intensity of anti-corruption from the perspective of government governance have a positive and significant impact on individual laborers’ willingness to stay.For every one percentage point increase in the overall level of government governance,the possibility of laborers staying in the place of migration It would increase by 0.221 percentage points.At the macro level,the level of the rule of law and the intensity of anti-corruption from the perspective of the level of government governance are positively significant to the scale of labor mobility,and the empirical analysis at the micro level also provides support for this result.Then,this article analyzes the influence mechanism of government governance level on labor mobility.Finally,this article puts forward relevant policy recommendations on how the government can promote the rational and orderly flow of labor between regions.
