Thoughts On Improving Laws And Regulations For The Transboundary Cooperation And Protection Of Biodiversity In The Lancang-mekong River

The rapid loss of biodiversity is a major disaster facing the whole world,and the whole world is working hard to prevent this disaster from spreading.The abundance of biodiversity in the Lancang-Mekong River Basin is one of a few on a global scale and is of great value.However,as the countries in the basin vigorously develop the economy and climate change and other factors,the biodiversity in the Lancang-Mekong basin has suffered unprecedented damage,and the issue of how to protect the biological diversity of the Lancang-Mekong basin is imminent.Although the six countries in the Lancang-Mekong River Basin have all realized the importance of implementing cross-border cooperative protection,the results achieved in practice cannot fully meet the objective needs for biodiversity conservation in the Lancang-Mekong River Basin.The main reason is There are many shortcomings in the laws in the process of cross-border cooperative protection.Therefore,this article intends to study the legal issues existing in the process of cross-border cooperative protection of biodiversity in the Lancang-Mekong River basin from the perspective of international environmental law.It has certain practical significanc.The full text includes six chapters in addition to the conclusion.The first chapter is an overview,including the research background,research area,research methods,research significance,research status at home and abroad,and related basic concepts.The second chapter elaborates on the necessity of perfecting the legal rules for the cross-border cooperative protection of biodiversity in the Lancang-Mekong basin from the perspective of the value,status quo and threats faced by the Lancang-Mekong basin biodiversity.The third chapter combs the existing legal rules for the protection of cross-border biodiversity in the Lancang-Mekong basin,including legal rules at the international level,legal rules at the regional level,and policies and laws and regulations of the six countries along the Lancang-Mekong coast.Chapter 4 then analyzes the deficiencies in legislation,law enforcement,justice,and public participation in the laws and regulations for cross-border cooperative protection of biodiversity in the Lancang-Mekong River Basin.Chapter 5 summarizes the advantages that can be used for reference in the Lancang-Mekong basin on the basis of examining the basic situation of biodiversity in other similar river basins-the Danube River Basin and the Rhine River Basin and related cross-border cooperative protection legal systems.The sixth chapter puts forward corresponding solutions for the deficiencies summarized in chapter four.
