Research On One Stop Administrative Examination And Approval Service In Qinhuangdao Economic And Technological Development Zone

With the deepening of the reform of the administrative examination and approval system,the relationship between the government and enterprises,the market and the society has become more and more clear,and the decisive role of the market in the allocation of resources has become more and more prominent.However,we should be aware that as a major reform to leverage the deep vitality of society,the reform of the administrative examination and approval system is still "on the road" and still has a long way to go,We still need to be firm in our faith,face up to difficulties and work hard.After more than ten times of "canceling" and "decentralizing" the management decisions of administrative examination and approval projects,the road of administrative examination and approval reform in China has been on the fast track and entered the stage of "intellectualization" and "Networking";Up to now,it has been 20 years.In the past 20 years,the reform of administrative examination and approval has changed from "table" and "inside",the process of administrative examination and approval has changed from "quantity reduction" to "quality improvement",and various items of administrative examination and approval are constantly developing and improving.Affected by national policies,regional economic development level and other factors,the effect of administrative examination and approval reform in different regions is uneven.Based on the theory of service-oriented government,new public service and government process reengineering,this paper studies the problems existing in the reform of "one-stop" administrative examination and approval service by using the methods of literatureresearch,investigation and interview,This paper deeply analyzes the reasons behind the problems existing in the reform of administrative examination and approval service in the Development Zone,and expounds from four aspects: the effect of reform design,the effect of reform publicity,the construction of online examination and approval platform,and the construction of talent team.On the basis of theoretical research,it puts forward specific measures to improve the relevant work,such as scientific overall planning,increasing publicity,standardizing platform construction,improving the quality of service,and so on In order to promote the reform of administrative examination and approval service in the Development Zone,this paper puts forward four countermeasures,especially for the local administrative examination and approval Bureau.
