| Since the reform and opening up 40 years,China has carried out eight large-scale institutional reforms.The administrative system and mechanism of the government have undergone unprecedented changes,which provides a very important system guarantee for the rapid development of China’s economy and society,and has laid a solid political foundation for accelerating the construction of the modern government governance mechanism of socialist countries with Chinese characteristics.The Third Plenary Session of the 19 th Central Committee of the CPC put the reform of government institutions into the overall situation of the development of the party and the state,and promoted it in coordination,highlighted the function transformation of the government,reasonably optimized the function allocation and organization setting,and worked hard to establish a modern governance system with clear authority and responsibility and administration according to law,and accelerate the construction of a service-oriented government with satisfying group.Based on the actual situation of Tangshan Municipal government institutional reform,this paper expounds the development process and practical exploration of Tangshan Municipal government institutional reform,studies the problems and causes of Tangshan Municipal Government Institutional Reform under the background of service-oriented government,and further discusses the specific countermeasures and suggestions of Tangshan Municipal government institutional reform.Starting from the basic theory and practice of China’s institutional reform,and based on the relevant historical experience and practice at home and abroad,this paper uses the methods of literature research,social investigation and case analysis to discuss comprehensively.In order to understand the practice field of institutional reform of local government departments in Tangshan,obtain reliable and detailed scientific research data,and clarify the difficulties faced by the institutional reform of local government departments in Tangshan.We should continue to consolidate and deepen the effectiveness of institutional reform,further clarify the objectives of government institutional reform,coordinate the efficient allocation of resources,improve the supporting mechanism and supervision channels,strengthen the service orientation of government reform,uphold the people-oriented concept,and enhance the ability of government public service.In the process of promoting institutional reform,we should follow up the guidelines and policies of the state and the higher authorities,and at the same time,combine with the local reality,study and formulate the reform plan,consolidate at all levels,and always take the needs of the people as the ultimate goal.In the practice of Tangshan’s development and reform,we should gradually promote the new public management theory and new public service theory,and reshape the government’s image with overall thinking. |
